The Planning Commission reviewed the lists of allowed and conditional uses in the Village
Mixed Use (VMU A and B) Zoning Districts at its meeting in January, reviewed similar lists from
other communities, and discussed potential changes to the lists.
The table below summarizes the Commission's recommendations at that meeting, and the
attached draft ordinance puts the recommendations into an ordinance format. Overall, the
number of allowed uses increased, and the number of uses requiring a CUP decreased. Uses
that still require a CUP include a variety of types of housing, uses that include the sale of
alcoholic beverages, auto -related uses, and others that may have impacts on surrounding
neighborhoods and require specific conditions to address potential impacts.
The Commission should review the list for discussion in February.
Some additional considerations include:
Potential Hotel/Motel use in VMU A. There is potential development interest for a hotel
on the Scandia Creamery parcel in the VMU A District. This use is currently allowed in
the VMU B District, but not in VMU A. Does the Commission recommend adding this
use in VMU A? Most other smaller cities reviewed for this discussion do permit hotels
and motels in the "downtown" -type districts. Most do not have specific performance
standards except parking requirements. Typically one parking space is required for
each hotel/motel unit, plus a parking space for each hotel/motel staff person.
The Commission may also consider whether the definition of Hotel should contain a
minimum number of units. Some thoughts on definitions for this use were included on
page 2 of the cover memo titled "Agritourism and Hotels: Definitions and Standards" that
the Commission received at the January meeting.
Cemeteries. Neil asked if this use should continue to be permitted as a new use with a
CUP in the downtown districts. The use is not typically permitted in other downtowns
because it utilizes a large amount of space in an area where land values are higher

based on commercial use. If the City removed this use (and similar uses) from the list,
the current cemetery would become a nonconforming use, and its expansion would be
prohibited.
EDA thoughts. The EDA reviewed the lists modified by the Planning Commission at
their January meeting. They asked if two new uses could be considered for the list—
craft brewery and car wash. The Planning Commission may consider this suggestion at
the February meeting.
