PO Box 128, Scandia, Minnesota 55073 Phone (651) 433 -2274 Fax (651) 433 -5112 http://www.ci.scandia.mn.us DATE: April 2, 2021 TO: Honorable Mayor and City Council FROM: Ken Cammilleri, City Administrator RE: Hiring Process for Public Works Director Position INTRODUCTION The City’s Former Public Works Director, Adam Hawkinson, retired from service with the City on April 1st of this year. As a result, the City will need to proceed with authorizing the hiring process to select a new Public Works Director. In order to proceed the City Council will need to authorize the hiring process, approve an updated job description, and authorize a pay range to fill the position. RECOMMENDATIONS Recruitment Schedule & Hiring Process Plan Filling this position as soon as possible with a qualified candidate is the ultimate goal. I am recommending a 10 week hiring process schedule that is presented as follows: Thursday, April 8, 2021 Publish advertising and distribute the job profile. (Publication of this opening will be made with LMC, the Minnesota Rural Water Association, the Minnesota Chapter of the American Public Works Association, and one regional newspaper.) Friday, May 7, 2021 Application deadline. Monday, May 10 through Friday, May 14, 2021 Applicant ranking and pre-screening process and scheduling of preliminary interviews with Staff. (The crew will be presented with an opportunity to ask questions of candidates at this time.) Monday, May 17 through Tuesday, May 25, 2021 Pre-screening interviews with Administrator and staff, obtain background check authorization for 3 selected finalists. Wednesday, May 26 through Friday, June 4, 2021 Complete background screening and reference checks, and prepare screening report Week of June 7, 2021 Schedule a special meeting with the City Council to interview finalists, make a selection, and approve an offer to hire. Most of the amendments were used in development of the current salary scale, but there are some new recommended changes that staff is recommending inclusion of. I did not take part in the initial draft changes to the job descriptions. The most significant proposed changes include clarifying licensure requirements. Pay Range Staff is recommending a pay range of $78,520-103,418, depending on qualifications. The recommendation reflects the present grade of 17 that has been assigned to this position based on the salary schedule adopted in 2020 as part of the City’s 2019 wage study. (Supporting information on the existing grades and pay scales have been included in your packet.) The final pay rate offered to the selected finalist will require approval by the City Council at the time of candidate selection. A recommendation will be offered at that time based on the candidate’s qualifications. Benefits Benefits for this position will be that same benefits package offered to all non-union staff members at full-time designation under the City’s Personnel Manual. Currently, the City offers health, dental, and life insurance. The City also provides accrued paid time off and holiday pay. No action is required on this.
