10.b Staff report - CMSCWD Bd of Managers nominations Staff Report Date of Meeting: April 20, 2021 To: City Council From: Brenda Eklund, City Clerk Re: Consider Nominations to Carnelian-Marine-St. Croix Watershed District Board of Managers On March 22, 2021, municipalities located within the Carnelian-Marine-St. Croix Watershed District received notice that terms of office for four Watershed Managers were expiring. Minnesota Statute 103D.311 provides that the County Board will se lect watershed district managers from a list of nominees submitted by the municipalities that are wholly or partially within the watershed district. The lists submitted, either together or separately, by the municipalities will be provided to the county board. If the list submitted to the county board contains at least 3 names, the county board must either choose a nominee on the list, if it chooses a person who resides in any of the municipalities that provided a list, or choose a person that resides from a municipality that did not provide a list. The statute directs the county board to appoint managers to fairly represent the various hydrologic areas within the watershed district by residence of the manager appointed. The City’s website posted a notice for interested candidates to complete the Watershed application to express interest in being nominated for the position by April 15th in time for the City Council to consider nominees at their meeting on April 20, 2021. No applications were received by the City office. Alternatively, interested residents may apply directly to Washington County through its open appointment process without being nominated by the Scandia City Council. The Administrative Assistant with the Board of Commissioners did notify staff that Mr. Richert, who is a resident of Scandia, stated he is interested in reappointment as Manager serving on the Watershed Board. If the Council of Scandia wishes to support his reappointment, this will be sent to the Board of Commissioners by the deadline of April 22, 2021. The notices for expiring terms are attached to this report. Requested Action: If you wish to submit a list of nominees for consideration or wish the incumbent to be considered for reappointment, the list must be submitted to the County by April 22, 2021.
