SUBJECT: Summary of recent actions by the City Council relating to the Planning
Commission
MEETING DATE: May 4, 2021
BACKGROUND
At a recent Planning Commission meeting, members expressed a desire to get feedback on
actions taken by the City Council on items reviewed by the Planning Commission. Planning and
Zoning requests (such as variances, code amendments, etc.) start with review and
recommendations made by the Planning Commission, and then are approved or denied by the
City Council.
RECENT ITEMS
Variances
Three variances were approved by the Council at their April 20th meeting:
Variance request by Tim Boncher to build a home on a vacant nonconforming lot
Variance request by Craig Smith and Merritt Clapp-Smith to alter an existing
nonconforming accessory dwelling unit
Variance request by Mark Holloway to alter an existing nonconforming house
These variances were all recommended for approval by the Planning Commission at the April
6th Planning Commission meeting.
Amendments to the Development Code
The City Council heard and approved a number of amendments to the Development Code at
their April 20th meeting:
Amendment to allow the ‘Rural Event Facility’ land use as a conditional use in the R
COMM zoning district
Amendment to the requirements for accessory structures

Amendment to the design standards to remove conflicting requirements
Amendment to signage regulations to allow signs in cemeteries, parks, and other similar
land uses
Amendment to revise existing definitions for government uses, and create new uses for
the Arts & Heritage Center
The Council tabled the proposed amendment changing the definition and requirements for
Temporary Farm Dwellings for further review. These amendments were recently recommended
for approval by the Planning Commission at the April 6th Planning Commission meeting.
