Responsible for the operations of this major state agency with 1,300 employees and a $500 million biennial
budget. Leader of the executive team and the agency management team meetings which coordinated agency
operations and conducted strategic planning. Supervised twelve members of the executive team. Built
capacity within the agency to prepare for decentralized decision making; changed decision-making process
from vertical to horizontal. Implemented a department -wide employee recognition program. Designed and
developed a course for MDH leadership and a skills course for managers and supervisors. Represented the
agency on the Emergency Medical Services Board and the Minnesota Health Data Institute Board. Initiated
and developed, with the legislature and other executive branch agencies, opportunities for mutually
beneficial relationships involving measurement which facilitated priorities and funding allocation.
Budget and Legislative Director 1995-1997
Developed and directed the department's financial resources management and budgeting strategy based on
overall strategic objectives, and devised internal control mechanisms for relating the investment of
resources to the accomplishment of operational goals to ensure that budgets, expenditures, cash
management, and financial reporting were consistent with statute, executive branch policies, and
department programmatic goals. Participated on the Executive Team as well as the Agency Management
