6.a)2) February 1, 2016 Special Council Meeting MinutesCITY OF SCANDIA SPECIAL MEETING OF THE CITY COUNCIL FEBRUARY 1, 2016 The City Council met in special session on the above date at the request of Council members Lee and Ness. The following were present: Mayor Randall Simonson, Council members Bob Hegland, Dan Lee, Chris Ness, and Jim Schneider. Staff present: City Administrator Neil Soltis Mayor Simonson called the meeting to order at 6:30 p.m. DISCUSSION ON REQUEST FROM MEISTERS TO RESERVE THE ICE RINK FOR A YOUTH HOCKEY TOURNAMENT GAME ON SATURDAY FEBRUARY 6 2016: Council members Lee and Ness noted that they called for the meeting in order to help promote the local businesses and to help bring people into the City. Amy Kotzmacher, representing Meisters reported that the event has been in the planning for 1 month and that 20 teams committed to the event within the first 24 hours. The addition of teams and adjustment to the schedule led to the request. The goal would be to expand the tournament in future years. The Committee discussed the establishment of the "no reservation on weekend" policy based on resident complaints about the lack of access, the 1-time nature of the request, the possible expansion of the tournament in the future, the establishing a precedent that would allow for similar requests in the future, the benefits to the local businesses, the impact on residents seeking to use the rink, charging for the event, the amount of notice provided to the City, and the condition of the ice after the recent warm weather. Kotzmacher requested that the City resurface the ice before the game and noted that Meisters would pay for the resurfacing. Motion by Lee, seconded by Schneider, to reserve the rink for the tournament game and to review the ice rink reservation policy and special event ordinance to determine whether provisions should be made for reservations or last minute requests. Lee and Schneider accepted a friendly amendment by Ness to charge $50 plus Zamboni time for the 1-time event with the funds going to the Parks Committee. In further discussion it was noted that insurance for the event will be provided by the White Bear Hockey Association, that the reservation impacts the resident use of the rink without adequate notice, and that notices should be put up to inform users of the rink. A roll call vote was taken. Yes (Hegland, Lee, & Ness), No (Schneider & Simonson) 3-2 MOTION CARRIED.
