6.e Staff Report-hiring seasonal workers Staff Report Date of Meeting: May 18, 2021 To: City Council From: City Administrator Ken Cammilleri Re: Hiring Seasonal Maintenance Workers for Grounds Care Background: The City has advertised for a Seasonal Parks Maintenance Worker to keep the grass cut, maintain grounds, pick up refuse, and various other duties throughout the City at a pay range of $15.00 per hour. Two applications were received by the April 30th deadline: • Christina Mazzucco, who has worked in this position the past few years • John Zeigelski, a college student who has worked as an Ice Rink Attendant for Scandia Based on the labor agreement with the Union, part-time employees can be employed for up to 67 days without becoming a member of the Union. This would provide for 13 weeks of employment for Ms. Mazzucco, who indicated that she can begin the position on June 11th, after her position with the school district ends for the summer. College students may be employed for a maximum of 100 days. Mr. Zeigelski is able to begin the position on May 19th. Issue: Should the City hire both Christina Mazzucco and John Zeigelski to fill the Seasonal Park Grounds Maintenance Worker position? There is ample labor for two workers – mowing, parks maintenance, trail work, watering, landscape enhancements on public grounds are some of the tasks which can be better kept up with. There is also budget capacity to support two workers due to the absence of expenses for a Public Works Director’s wages and benefits since April 1st. Both applicants have a commendable work history with Scandia. Options: 1) Approve the hiring of Christina Mazzucco and John Zeigelski at $15.00/hour for the Seasonal Park Grounds Maintenance Position. 2) Approve hiring only one seasonal worker. 3) Take no action on the request. Recommendation: Option 1
