Memorandum To: Scandia Planning Commission Reference: Recent City Council Actions Copies To: Brenda Eklund, Clerk Ken Cammilleri, City Administrator Project No.: 18109.000 From: Evan Monson, Planner Routing: Date: May 24, 2021 SUBJECT: Summary of recent actions by the City Council relating to the Planning Commission MEETING DATE: June 1, 2021 BACKGROUND At a recent Planning Commission meeting, members expressed a desire to get feedback on actions taken by the City Council on items reviewed by the Planning Commission. Planning and Zoning requests (such as variances, code amendments, etc.) start with review and recommendations made by the Planning Commission, and then are approved or denied by the City Council. RECENT ITEMS Variances One variance was approved by the Council at their May 18th meeting:  Variance request by Dan Potter to construct a septic system within the west side yard setback This variance was recommended for approval by the Planning Commission at the April 6th Planning Commission meeting. Amendments to the Comprehensive Plan – Future Land Use Map The City Council heard and approved two changes to the Future Land Use Map in the Comprehensive Plan at their May 18th meeting:  Amendment to change the future land use designation of the Abrahamson Nursery parcel currently designated as ‘General Rural’ to ‘Rural Commercial’  Amendment to change the future land use designation of two of the parcels used for the Rustic Roots Winery from ‘Agricultural Core’ to ‘Rural Commercial’ Summary on recent CC actions June 1, 2021 Scandia Planning Commission Page 2 The Council felt both requests were meeting the definition of the ‘Rural Commercial’ future land use designation, and that the permitted uses if the parcels are rezoned would be compatible with the rural character of the area. One parcel used as part of Rustic Roots was left unchanged, so as to not surround a small adjacent parcel designated as ‘General Rural’ with parcels designated as ‘Rural Commercial’ in the future land use map.
