City of Scandia Parks and Recreation Committee Monday, June 7, 2021
A meeting of the Scandia Parks & Recreation Committee was held on the above date at the Community Center.
The following were participants to the meeting: Committee members Greg Zauner (Vice Chair), Dustin Hegland,
Emmy Lundeen, Cami Van Able and Patti Ray (City Council Representative). Absent: Terry Gorham (Chair). Staff
members Ken Cammilleri (City Administrator) and Brenda “Bee” Stignani (Office Assistant). The meeting was
called to order by Zauner at 7 p.m., a quorum was present.
PUBLIC FORUM
Erick Kertzscher presented information about a growing Pickleball group using Scandia’s tennis courts with ideas
of how Scandia could improve the current courts to accommodate the increasing interest. Kertzscher left
material to be distributed in the next meeting for committee members to consider improvements that would
include re-marking the courts and purchasing some nets at a minimum.
APPROVAL OF AGENDA
Motion by Hegland, seconded by Van Able, to approve the agenda. Motion carried 4-0.
APPROVAL OF MINUTES
Vice Chair Zauner called for any additions or corrections to the May 3, 2021 minutes. No additions or corrections
were submitted. The minutes stand approved.
REPORTS
Chair Report
Zauner reported the stepping stones have been installed at Lilleskogen, photos included in the meeting packet.
Cammilleri reported the Metropolitan Mosquito Control District will treat Lilleskogen and Bone Lake Parks this
year. Zauner reported Wind in the Pines is still missing one sign, this will be addressed by staff. WIP trail has
been mowed, but equipment repairs are being addressed by Public Works.
Staff Report
Stignani provided a written report and updated the status of the Parks advertisements. Eight banners at the
Wayne Erickson Memorial Ball Field are remaining, and a new company is in the process of getting their graphics
designed for their banner. Two new dasher boards are being made for the Leonard Wojtowicz Skating Park rink.
OLD BUSINESS
Marine Community Library Proposal Update
Ray reported that the Marine Community Library has a volunteer to construct the little library box if the design
is simple. Ray will report to the library PRC’s recommendations for a double-sided box (separating the children’s
and adult’s sections) and the design be a simple box with either trees, a dala horse, a simple Swedish house or
Red/White/Blue theme to complement the Veteran’s War Memorial cut outs attached to the doors. Members
agreed this library box would be located near the head of the trail and visible from the parking lot.
Playground Equipment Replacement Sub-Committee Update
Van Able provided an oral report. The sub-committee is defining priorities of features and will meet in person
next time to start formalizing their plan in order to start engaging potential vendors. Ray relayed a resident’s
request (and contact information) to incorporate adult oriented exercise equipment options. Van Able affirmed
that this is being discussed in the sub-committee and there is an advocate for adults present.

Stignani provided a written report. Committee members gave feedback including directions to investigate
composite materials for more cost appealing options at the next meeting. To be decided if the City would pay
for the cement slab bases, or if this cost would be included in a Memorial Bench Packet somewhere. Ray added
that she is running out of stories for the storyboards and is searching for new sources. Discussion included
reaching home educating families or groups and reaching out to the Chicago Lakes schools who serve Scandia.
Midco Event
Ray has a meeting scheduled with MIDCO representatives to discuss the August 25, 2021 event.
Park Plan Requests for Proposals
Cammilleri reported updates to the Park Plan RFP are still in progress and encouraged other committee members
to send suggestions directly to him for compilation for a new version to consider at the next meeting.
PRC Operational Calendar
The July 2021 Operational Calendar lists Capital Planning, Taco Daze & Pickleball planning.
NEW BUSINESS
Safety Screen for Wayne Erickson Memorial Ball Field
Stignani provided a report. Discussion concluded that a collapsible safety net would be best that can be locked
onsite and accessible to residents by request.
Co-Sponsor Scandia Marine Lions August Diabetes Walk Opportunity
Zauner questioned if co-sponsorship equated to financial support, or only assistance to promote and provide or
recruit volunteers. Discussion included general support, but requested Gorham confirm if there are other types
of support requested by the Lions.
Set Date for July PRC Meeting
Hegland recommended Thursday, July 8, 2021 for the next PRC meeting. All present agreed to this date.
