Re: County Roads Signage Staff Report
• Washington County avoids, at all costs, unnecessary obstructions in the county Right Of Way
(ROW) for safety and maintaining utilities in particular. Adding to an existing obstruction (light
post for example) is more likely to be approved.
• The Wayne Erickson Memorial Ball Field is set back, it is not in the county ROW. Strongly prefers
options to keep any new obstruction completely out of the ROW.
• Sidewalks on Olinda Trail N are already in the ROW, it is possible to reach out to a resident for
permission to request a new post be installed on their lot in the county’s ROW, if a new post is
needed.
• Reminder: state law prohibits advertisement in street ROWs.
• Generically, the county prohibits Trailblazing signs in the ROW, including parks & schools. City
Hall is an exception.
• Washington County will work with Scandia, they will need the following:
o Clearly define the purpose of the new signage
o Investigate other alternatives that meet Scandia’s need, and is not in the ROW
o Provide a “good cause” to application for a new obstruction, if necessary
o Providing examples from other cities is extremely helpful
