03-15-2021 Minutes Scandia Park Playground Equipment Replacement Subcommittee (SPPERS) Meeting Monday, March 15, 2021 A meeting of the Scandia Park Playground Equipment Replacement Sub-Committee was held on the above date with modifications. Due to the health advisory issued by the State regarding the COVID-19 outbreak, to avoid public gatherings and limit social contact, the meeting was conducted over an electronic platform. All Committee members and staff who joined the meeting remotely could hear each other and contribute to discussions. City Administrator Cammilleri was present in the Council Chambers. Cammilleri was the presenter and displayed the meeting materials for participants to view remotely. The following were participants to the meeting: Committee members Cami Van Able, Emmy Lundeen, Christine Johnson, Sean Bibus and Ann Rinkenberger. City Administrator, Ken Cammilleri and Office Assistant Bee Stignani were also present. A quorum was present and the meeting called to order by Cammilleri at 7:03 p.m. INTRODUCTION OF COMMITTEE MEMBERS City Administrator Cammilleri invited each participant to present a brief introduction of their role or interest in serving on this sub-committee. ELECTION OF CHAIR AND VICE CHAIR Cammilleri opened the meeting to nominations for Chair and Vice Chair with a brief discussion. Motion by Bibus to nominate Van Able as Chair and Lundeen as the Vice Chair, motion accepted by consensus. BACKGROUND ON PLAYGROUND EQUIPMENT Van Able presented briefly the history and scope of the Parks & Recreation Committee intent to replace the playground equipment located at the Wayne Erickson Memorial Ball Field and the Community Center tentatively budgeted for 2021 and 2023. REVIEW PUBLIC ENGAGEMENT SURVEY RESULTS Van Able presented the survey results from the October 12, 2020 community survey hosted on Survey Monkey. Summary of key points were included in the materials of the meeting packet. REVIEW PARK OPTION MAPS Discussion included considering Hay Lake Park as a playground site as it has a paved parking lot and sidewalks, and why Lilleskogen was not presented even though it has a paved parking lot – Veteran’s War Memorial present, close proximity to Scandia Elementary School’s playground equipment and lack of space without interfering in current paths with storyboards. The committee looked at Right of Way and property lines at the parks being considered for replacing or installing playground equipment. OPEN DISCUSSION Van Able facilitated an open discussion on various topics surrounding this project. Playground manufacturers do not include, nor are involved, with sidewalk installation or design to comply with ADA requirements. Short term goals will be identified and a part of this phase, while long term goals can be added in future playground phases. Removal of current equipment needs to be remembered in the process, probably the city Public Works department will undertake this task. Lundeen has a relative in Sweden who has expressed interest in assisting this sub-committee by providing videos and or photos of park ideas in her location. By group consensus, the Community Center site will be the focus with investigating equipment that appeals to multiple ages, including adult participation in some capacity. Staff will provide committee members with links from various manufacturers with the intent of preparing for the next meeting to discuss concepts, and phases. Members are to keep in mind the city will budget 100K, while seeking grants to expand the options available to invest into Scandia’s parks. March 15, 2021 Scandia Park Playground Equipment Replacement Sub-Committee Page 2 of 2 ADJOURNMENT The next meeting is set for Monday, April 19, 2021 at 6:30 p.m. to discuss grants, selecting popular playgrounds to visit as identified by the public survey for members to visit to report back to the committee and consider identifying initial equipment components. Motion by Lundeen, seconded by Rinkenberger, to adjourn the meeting. Motion accepted by consensus.
