Proposal for participation in Scandia Vinterfest event January 30th, 2016
PURPOSE/MISSION
Scandia Cub Scouts Pack 173 purpose of participation in this event is two-fold. First of all is to instill citizenship and
pride in the community by hosting and actively participating in location events Secondly, the Scouts organization has
moved to more adventure based programs to promote movements and activity as well as continuous community
involvement. We feel that this event may fulfill those priorities for the organization while promoting grown of this city
event.
For this event, we hope to match the participant number. In 2015, we had just over 100 kids (ages 15 and under)
sign up to participate in this event. Demographic searches of the addresses of the children participating were from all
over the metro area and western Wisconsin. For 2016, we will continue to allow for easy online registration and
heavier promotion of our event as well as promotion in-kind of other event participants. We will be encouraging our
participants to head into the Scandia Proper, watch championship hockey games and fireworks by altering our event
times to make that move into town more conducive to multiple event stops.
Cub Scouts is a division of the Boy Scouts of America, chartered by Elim Church and is a non-profit entity that
benefits the male youth regardless of their ability to pay.

Special Event Permit from the City of Scandia for use of the Landing
Insurance Rider (may not be required for the City of Scandia as Goose lake is State, however use of the landing
site may require the rider) Landing to remain clear at all times.
Approved outdoor event permit from Washington County.
Goose Lake (check for ice safety and depth 1 week prior)
3 trailers (one for registration, one for concessions and one for storage
Signage for directions
Signage at the corner of Hwy 97 and Olinda trail to encourage early signing and for informational purposes.
Banners at the event site.

Several people to drill holes around the lake for participants
Potential for plowing areas on the lake, depending on the weather.

Advertising/Marketing
Website that allows for end users to access information about the event, sponsors of prizes and information
about other Vinterfest related events. (free advertising for other approved Vinterfest participants)
Marketing materials to include posters for stores, local restaurants, outdoor stores and bait shops
Promotional bag inserts for local stores
Press releases in local papers
Potential multiple ads in ECM subscription papers (in the following counties: Washington, Chisago, Polk and St.
Croix)
Submission of a Scout event to the Northern Star Council (BSA) for distribution to other Scouts in the district
Submission to digital backpack for ISD 831 distribution
Social Networking outreach (Facebook, Twitter)
Execution
The first 100 participants who sign up may receive a gift bag for participation.
Each participant is charged $10 to sign up to take part in this ice fishing event
The event hours in the previous year was between 1-4 pm. We are open to adjusting the hours of our event to
be more conductive to getting the participating families back into Scandia for hockey games, Gammelgarden
events and the Fireworks display. We are hopeful that this will increase the traffic and visibility of Vinterfest to a
larger demographic that may not have been previously aware of Vinterfest and the other activities available
throughout City proper.
Timeline
Begin launch of Vinterfishing information on website immediately.
Submit proposal to City on 9/4/1/15
September 2015 - Pen mutual agreement with Lisa Pothen and John Roundsley to run the event and solicit
donations.
September 14th, 2015 – Attend PRC meeting to answer questions and await approval from PRC on participation.
Changes can be made to this proposal until City Council approval.
January 2016 – signage and posters to go out for advertising.
