09.b1 Staff report - roof replacement quote Staff Report Date of Meeting: July, 20 2021 To: City Council From: Mike Hinz, Fire Chief Re: Roof Replacement Background: The CIP program has roof replacement planned for this year, it has been on the plan for 5 years, but has been moved out each year since there was very little leaking. The roof on the Fire/Public Works Building is now 21 years old, with an expected life of 15-25 years for the type of roof installed (ballasted rubber). The city did allow the installation of a solar system that has exposed the roofing material to UV light. We also do not have access to the roof other than a very large ladder on the outside. This has proved to be very troublesome for repairs to the roof or equipment that is on the roof. We have also started to have leaks appear in the last year on the east side of the building, so I contacted 3 commercial roofing companies to come and inspect the roof. All 3 said that the roof is due to be replaced. Since I was having inspections done, I also had the contractors inspect the Annex building roof. That roof is much older (not sure of exact age). They all felt that roof was well beyond its useful life and were surprised that it didn’t have more leaking issues (built up tar type). Issue: Should the city replace the roof on the fire/pw building and the annex building? Proposal Details: I received 3 quotes to replace the roof of both buildings and have also included a roof access hatch on the fire/pw building. After receiving the quotes, I feel that the best option is Clearview construction. They would replace the existing roofs with a mechanically fastened membrane without the use of ballast. They would also install an access hatch inside the building to allow staff and contractors access for service and repairs in a safe manner, this is listed as an option on the bottom of the quote. The quote also has an option to install new metal flashing to the fire/pw building, but the contractor felt that the existing flashing is in very good shape and did not need to be replaced. I have attached the 3 quotes for your review. Fiscal Impact: The fiscal impact to replace both the fire/pw building and the annex building roofs is $115,119.00. The pricing received was based on replacing both roofs at the same time. -The Fire/PW is $91,270.56 plus roof hatch option $1,800.00 for a total of $93,070.56. The CIP budget amount was $100,000.00 -The Annex cost is $22,048.44. The CIP budget amount was $30,000.00 Options: (1) Direct staff to enter into a contract with Clearview construction in the amount of $115,119.00 to replace the roof on both buildings. (2) Replace only Fire/PW roof (3) Not replace any roof at this time. Recommendation: Option (1).
