09.d Staff Report - Public Works July July 20th, 2021 Public Works Staff Report Roads and Right-of-way Roads: Public Works staff have completed pot hole patching with the use of over 12 ton s of material and cutting back vegetation for street sign visibility. Staff is currently working on removing heaves or cracked and sunken areas through asphalt removal and repaving. Most of the work is currently being done in the Southwest portion of the City. Washington County has started the CSAH3 project North of Highway 97. Public Works has been monitoring the curb and gutter removal documenting any damage being done the street lighting conduits. As of 7/15/21 there have been three instances of conduit disturbance which Washington County should/will be repairing. The street lighting will remain off until the repairs can be made which Washington County should/will commence work following the installation of the curb and gutter. Major hydraulic spill reported to the City by resident on 202nd Street N. by SRC recycling truck. The vehicle developed a leak and was reported to have been spilling oil for around two hours before vehicle was repaired and able to move under its own power. Public Works is working with SRC for the replacement of the asphalt on 202nd Street N where permeant damage has occurred. Through phone contact SRC has agreed to pay for repaving the affected area. Public Works will be receiving quotes for paving, approve the contractor and send invoices to SRC for payment. Sewer – Water: Bliss /AE 201/Uptown system: Public Works staff have made repairs to the inspection riser pipes and have continued the microorganism treatment to Lift station #2. Our regular water and well tests have been completed of our City systems for analysis. Reporting of testing results should be received soon. Annual septic tank inspections have found the need for tank pumping; 5 within the Bliss system and 10 within the AE 201 system for the 2021 calendar year. Parks: Projects Design and installation for the new Lilleskogen Park sign is moving forward with Public Works staff installing the footings and columns. Contractor has been notified of the work Public Works staff will be responsible for in an effort to have work completed before the August Midco event. Public Works staff is helping with the finishing touches in the gardens on the corners of Olinda Trail and Hwy 97. Public Works is helping gather information for the new playground installation at the Community Center. Recommendations for standardizing Park amenities is under development and will be shared with the PRC in upcoming meetings. Other Items Equipment: Public Works is working to standardize a vehicle replacement protocol for Public Works equipment to better understand vehicle use, repair, and replacement indexes to assist in planning for future equipment requests and justifications. The Public Works department will be requesting the replacement of the John Deere 6410/Flail mower that has become increasingly expensive and lengthy to repair and keep operational. Mowing of our shoulders, ditches, and intersection sight lines has fallen behind with the tractor under repair for the last month at a dealership. Concern for public safety has grown along of our roadways especially North of Scandia Trail.
