Parks and Recreation Committee (PRC)
Meeting Minutes
Thursday, July 8, 2021 at 7:00PM
Location: The Scandia Community Center, 14727 209th Street N, Scandia,
Minnesota
Members in Attendance: Chair Terry Gorham, Dustin Hegland, Emmy Lundeen, Cami
Van Able, and Vice Chair Greg Zauner.
Others in Attendance - City Council Liaison Patti Ray, Public Works Director Charles
Fischer, and City Administrator Ken Cammilleri
Absent - None.
Call to Order - Gorham called the meeting to order at 7:00PM
Public Comment - Gorham opened the public comment.
Jim Herbert - 20110 Orwell Avenue N- concerned about what will be developed at the
parkland on Orwell Avenue N. Minimum requirements we are fine with.
Joe Ann and Jeff Buse - 19940 Orwell Avenue - Mr. and Mrs. Buse noted that they were
also concerned with the prospect of developing the Park on Orwell Avenue. Jeff Busie
suggested keeping it a preserve. He also noted that people’s own properties had
recreational amenities. Mrs. Buse also noted concerns about garbage accumulation and
noted that she was also concerned if the picnic area was obscured from the street.
Pete Weber - 20045 Orwell Avenue N - Noted he lives by both parks. He noted that he
did not want people to park on his street. He asked why the City chose to have two
parks in this area.
Approval of the Agenda - Move Pickleball court discussion to follow the minutes
discussion Motion by Zauner, seconded by Van Able to approve the amended meeting
agenda. Motion carried.
Approval of Meeting Minutes of the June 7, 2021 Proceedings - There was no action
taken. The minutes stand approved.
Discussion about Pickleball Courts Eric Kertzscher, 21355 Parrish Road N, has been
organizing pickleball play at the Community Center tennis courts. He suggested that the

City consider improving the tennis courts to allow for more Pickleball courts and
improved playing conditions. Sonia Borg -19609 Oxboro Cir N - shared her thoughts
about the issue from the perspective of tennis players who regularly use the courts. She
noted that the court lines should be painted similar to what they are to not distract
tennis. The committee noted that they wanted to investigate costs further so that it can
be discussed at the next meeting.
Kertzscher also reported that Pickleball play is regularly scheduled for Thursdays at 6pm
and Mondays at 8pm. He also noted that the playtime scheduler app has been used to
track reservations.
Chair Report - Gorham presented his report. Gorham welcomed the City’s new Public
Works Director Charles Fischer to his first PRC meeting. Fischer shared his background
and his interest in improving parks.
Staff Report - Cammilleri presented the staff report for the meeting. Highlights include:
Update on the status of the Lilleskogen Park Sign Installation
The Arts in Action Program is to be hosted at the Community Center August 2nd
through the 8th
The purchase of recreation equipment
Changes to advertising at Leonard Wojtowicz Skate Park and Wayne Erickson
Memorial Park
Status of the well for Hay Lake Park
The findings of the community survey for the development of a park on Orwell
Ave N
Old Business
Playground Subcommittee Update - Van Able reported that the Committee met last
month to come up with layout ideas and a list of priorities for amenities. These include a
shade structure, ADA accommodation, a little kids musical feature, facilities for younger
and order children, and multiple pathways. The committee’s identified wants include:
ADA to at least have the components nature theme and the color red, a water play
feature, or adult fitness options. As much as we can afford of bonded rubber
Lilleskogen Memorial Benches Update - Fischer noted that it is best to set a general
bench and supply to repair. Pilot rock bench composite wood 4 by 4 slat. Fischer to
bring the concept forward. He recommended that the City pay the cost of installation
including pad at an estimated cost of $125-175 using city labor. The committee selected
option one in the memo.
Midco Event Update - Wednesday August 25th scheduled to have their event
hamburger cookout. 300 bags will be given away at the farmers market. $50 dollar
prize for the winners of the children’s storyboard project. All expenses are to be covered
by Midco/
STRIDES Walk - Ann Rinkenburger noted sponsored through Lions International for
diabetes international - possible kids and adult walks. October 9th proposed. The
Committee discussed options for the route and encouraged the activity to be done south
of Hwy 97 for the safety of participants.

NATIONAL NIGHT OUT - The Committee shared their support for the City’s National
Night Out Event on August 3rd
PRC Operational Calendar - The Committee reviewed their calendar.
Gorham shared ideas about changes to this Taco Day Pickleball
Tournament. Particularly, they will no longer offer t-shirts and the registration fee for
participation will be lower than prior years.
Items for future agendas - Pickleball Courts, the Capital Improvement Plan, Benches,
Midco, park names and green futures tree project.
Gorham noted that he will be absent from next month’s August 2nd meeting.
Adjournment - Motion by Zauner,seconded by Lundeen, to adjourn the meeting at
8:40PM. Motion carried.
