3. 2015 Citizen Suggested changes to the City of Scandia Tree Trimming Policy adopted October 116 Suggested changes to the City of Scandia Tree Trimming Policy adopted October 116, 2012 Submitted December, 2014 These changes are in line with the Scandia Comprehensive Plan which includes not changing the rural look of Scandia. The Public Works staff shall strictly follow these guidelines in tree trimming and clearing of brush. In the area Rural right of Way (Adjacent to Roadways not having Curb and Gutter): Add “and shape trees for aesthetic purposes and tree health” to first bullet. Change Remove Diseased or dead trees and limbs to “Remove diseased trees and limbs. Dead trees that are not diseased can be topped and remain in place to decrease erosion and encourage wildlife.” Additions to the policy: 1. A tree trimming committee shall be created with three or more members to evaluate areas to be trimmed to comply with Scandia Ordinance #98. “The preservation and protection of trees and woodlands can significantly add to the quality of the physical environment of the community. The City recognizes the value of trees and woodlands for improving air quality, scenic beauty, protection against wind and water erosion, shade, natural insulation for energy conservation, wildlife habitat and protecting the integrity of the natural environment.” 2. Any trees more than 3 feet from the edge of the road require property owner’s approval to remove. 3. No trees 8 inches or more in diameter (as measured 4 to 6 inches above ground level) will be cut down regardless of distance from road center. 4. The stumps shall be removed for all trees cut by the city. Stumps present a danger to snowmobilers which is also a liability to the city. 5. There is an option for landowners to opt out their neighborhood if they don’t agree with the tree cutting policy. 6. Minimal trimming will be the default - not maximum cutting - to adhere to the Scandia Comprehensive Plan. 7. No brush clearing of lake shorelines to comply with the CLFL Watershed policy. 8. The flail mower should never leave the ground to cut trees.
