Re: āPā Road trimming and grubbing
Background:
In 2013 the Council viewed Pilar, Perkins, Penfield and Paris on a road tour. Some residents
wanted the roads to be paved and other did not. In January 2014 the Council received a report
from the City Engineer that included some maintenance improvements to these gravel roads but
did not include paving. Council members agreed that improvements need to be done to address
the safety issues along these roads, with tree trimming and clearing as the first step. The Council
also wanted to break the improvements our over 5 years. The 2015 budget includes $30,000 to
begin the tree trimming and grubbing process this year.
On December 22, 2014 the City received notice from many residents upset that the Forest Lake
School buses would not go down Pilar and Paris because of the ice on the roads. Public Works
staff was out sanding those roads and even their truck went off the road and hit a tree. It is
difficult to keep gravel roads ice free since chemicals (salt) cannot be used.
Issue:
Should tree trimming and grubbing on the āPā Roads be done this winter?
Proposal Details:
The report from the City Engineer from last year is included in your packet as background
information. The Public Works Director is working on obtaining quotes. If the Council chooses
to move forward with the tree trimming and grubbing, the bid could be awarded at the January
meeting.
