Meeting Minutes

Members in attendance: John Carney (arrived at 7:20pm), K.C. Douglas, Nick Santrach,
and Chair Robert Wilmers.
Others in attendance: City Council Liaison Patti Ray and City Administrator Ken
Cammilleri.
Absent: Vice Chair Marschall Smith
Call to Order - The meeting was called to order by Wilmers at 6:32pm
Approval of Agenda - Ray requested the discussion of Midco Market Day and Midco
community grants to be added to the agenda Motion by Wilmers, seconded by Douglas, to
approve the agenda with amendments. Motion carried.
Approval of Minutes - Correction that Kronmiller did not attend the meeting. Motion by
Wilmers, seconded by Douglas. Motion carried.
Public Comments - No public comments were offered.
Ray reported that Midco Day will be held on August 25th. It will start at the Scandia
Farmers’ Market. Lilleskogen Park will also host another storyboard walk program and a
community cookout with Mister’s burgers. Ray will be coordinating the event with
Midco. There will also be a table at the Farmer’s Market for 3:30pm-6:30pm. Ray requested
a white canopy to be purchased by the City for its future use for parks and other city-related
activities, including as protection for a future ice sculpture. Wilmers will provide a list to
Cammilleri for materials for IAC’s information stand at the farmer’s market.
Ray also reported that the Midco Foundation was awarding the Gammelgården Museum and
the Scandia Heritage Alliance with funds to help them bring service to their facilities.
$1,000 was awarded to the Gammelgården and $2,500 to the Scandia Heritage
Alliance. Plans are to award the internet grants at the City Council meeting on the 17th of
August.

Direct Aid Contract - Quality Trl Update - No new updates were offered in this
topic. Wilmers noted that the project will include 62 new connections at 5 gigabytes
symmetrical. The draft contract has received tentative approval from the City Council at
their July 7th meeting.
Planning for 2022 and Beyond - Wilmers presented his progress report on current internet
expansion in Scandia.
Carney arrived to join the meeting at 7:20pm.
Estimates were considered for next year’s funding proposal. The Committee discussed their
original consideration of $300,000. The estimated cost per connect of for the last buildout
was approximately $4,600 for 200 households =$920,000 * ⅓ (expected 1/3 City funding
ratio with the state grant and Midco share) = $306,000.
After some discussion the committee agreed that they wanted to propose using all of the
ARPA appropriation for internet expansion, but that a final formal recommendation would
be brought forward at the next meeting to estimate what buildout would be accomplished at
this funding level under an independent funding scenario or one with a state grant award.
Items for Future Discussion - the committee noted that they wanted to continue to discuss
buildout progress and revisit a funding recommendation at its next meeting.
Next Meeting – It was noted that the next Committee meeting will be, Thursday, August 19,
2021 at 6:30PM at the Scandia Community Center.
Adjournment - Motion by Carney, seconded by Douglas to adjourn the meeting at 7:52
PM. The motion carried.
