5.b Public Works Staff Report Sept
Date of Meeting: September 9, 2021

Parks and Recreation Committee
From:
Charles Fischer: Public Works Director
Re: Staff Report
Lilleskogen:
Public Works staff used all our wood chips from tree removals on the trail in preparation for the Midco
event. We have removed the wood picnic table and the old wooden walkway from the center of the
wetland area. Ongoing maintenance to the gardens continues; mainly weed removal and spraying. The
park sign permits have been reviewed by Washington County for ROW use and have been declined. The
ROW has been surveyed and an on-site visit with Washington County was completed so that we can stay
out of the ROW and the new location has been chosen. The sign will become single sided and will still be
very visible from the road.
Wind In the Pines:
Brush has been removed around the sign at the trailhead and tire ruts have been graded out in the
parking lot.
Scandia Trail/Hwy 97 Gardens:
Staff completed mulch installation in the gardens north and south of Hwy 97.
Warming House Sidewalk:
The sidewalk to the Warming House has been upgraded to meet ADA compliance. This project was a
combination effort of City staff and contractor. Public Works staff completed the removal and subgrade
corrections. The contractor came in after to form and pour the new cement. Restoration was then
completed by Public Works.
Pickle Ball Courts:
There have been no official cost estimates for the restriping of the courts. Contractors are still needed to
inspect the condition of the existing lines and surface. Public Works will be receiving quotes for crack
filling, color coating and striping the surface for the Spring of 2022. This will cost more initially, but save
costs in the future. New temporary nets still need to be explored but we have been contacting other
Parks departments to see what has worked and what has not. The dividing posts at the entrances have
been removed with the intent next year to add ADA accessibility to the NW corner opening. This will
require the removal of the picnic table and replace with new concrete slab and ADA accessible table.
Donation Benches:
Pilot Rock WRB park benches are the recommended benches by Public Works due to the durability and
replacement parts availability. These benches also work great for donation benches as well with the
composite lumber a commemoration plaque can be routed in flush to eliminate any sharp edges
attaching the plaque to the bench. Donation plaque size will be set to a specific size through a specific
vendor so that it fits the bench and all plaques will be uniform. This process should help expedite the
installation of a donation bench and allow for equal or uniform purchasing for every bench. All benches
will be set on a poured concrete slab and surface mounted.
A 6ft in length bench is recommended for installation. Any larger
and the concrete slab becomes much larger and requires more
time and material to install. The 6ft bench costs $890.00 which
the City would purchase and be reimbursed by the donor.

Green Futures Program:
I am proposing we move forward with the Green Futures Program at Hay Lake Park. This open space
needs screening from CH3/Olinda Trail. To keep the open feel of the park trees can be planted along the
roadway to reduce vehicle noise and sight line to vehicles passing by. This will allow for a more private
feel to the park yet have plenty of space available for park users. Other trees can be planted along the
south side to complete the tree line and fill in the voids. Also, trees can be planted around the pavilion to
be used as a natural wind screen. In total, 30-35 trees would be the recommended amount to be planted
at this site. Initially the smaller planted trees will seem far apart but at maturity the canopies of the trees
will need space to spread and grow in natural form. Note: deciduous trees along Olinda, evergreen trees
around pavilion, and a mix to complete the south end tree line.
