06.h Seasonal Part Time.On Call Plow Driver 21.22 Public Works – Consent Item Date of Meeting: 9/21/2021 To: Mayor, City Council From: Charles Fischer, Director of Public Works Re: Hiring part-time on call snow plow operators Background: Historically the Public Works Department has hired two Seasonal On-call Snow Plow operators managed by the Public Works Director, who are responsible for clearing snow from roadways, parking lots and other duties as assigned. Bruce Swenson, who has previously assisted as an On-call snow plow operator has been contacted to determine if he wanted to return and fill one of the two positions again for the 2021-2022 winter season. Bruce Swenson is interested in returning for this season. Issue: Should Bruce Swenson return as an On-call snow plow operator the Public Works Department will need to advertise and recommend to the Council to fill a second position. Proposal Details: Staff is recommending Bruce Swenson be rehired at a pay rate of $18.85 per hour. Bruce has plowed 4+ years for the City. Staff recommends posting the vacancy at a starting pay scale of $16.00 to $18.00 per hour DOQ. The Council is also requested to delegate the interview process to staff. Interviews will be conducted by the Director of Public Works and other City Staff as assigned with recommendations for hiring returned to the Council at a future meeting. Fiscal Impact: The 2021 and 2022 pay rates for Seasonal On-Call Plow operators recommended to be between $16.00 - $18.00 per hour DOQ for new hires and $18.85 per hour for Bruce Swenson returning. Options: 1.) Approve the hiring of Bruce Swenson for On-call Snow Plow operator at pay rate of $18.85 per hour and advertise for one position for 2021-2022 winter season at the pay rate of $16.00 - $18.00 per hour DOQ. 2.) Do not hire any part-time, on-call maintenance positions for 2021-2022 winter season Recommendation: Option 1
