Staff Report
Date of Meeting: September 21, 2021
To: Mayor and City Council
From: Brenda “Bee” Stignani, Office Assistant
Re: Seasonal Ice Rink Attendant Staffing
Background:
Last year the warming house was staffed by six seasonal Ice Rink Attendants, coordinated by a Lead
Skating Rink Attendant. The City also hires a seasonal Ice Rink Maintenance Worker, who is responsible
for flooding the rink and maintaining the ice during the season. Staffing should be completed by
December 1; tentative opening date for the rink will be in mid-December.
Proposal Details:
Staff is requesting the Council authorize the advertising for applications for Ice Rink Attendants at a rate
of $13.50 per hour. This rate is more competitive with other employers. Staff has contacted previous
attendants and four are interested in returning, not all have responded yet. At least four new staff may
be needed to be hired and trained. (Two previous attendants will only be available during their college
winter break.) The Council is also requested to delegate the interview process to staff. Interviews would
be conducted by the Office Assistant, Lead Ice Rink Attendant, and/or City Administrator with
recommendations for hiring coming back to the Council at a future meeting.
Ian Schaefer, Cameron Zuniga and John Ziegelski have agreed to return as Ice Rink Attendants. Staff is
requesting Shaefer, Zuniga and Ziegelski be approved as Ice Rink Attendants at $13.50 per hour.
Historically, returning staff are compensated with an increase in pay for their experience. However, these
Ice Rink Attendants rate of pay last year was $12.50 per hour and this requested rate is already increased.
Tal Swenson has agreed to return as Lead Ice Rink Attendant. Staff is requesting Swenson be approved
as Lead Rink Attendant at $15.25 per hour. Last year, Swenson’s rate of pay was $15.00 per hour.
Consistent with past practice, returning staff are compensated with an increase in pay for their
experience.
Mark Fitzgerald has agreed to return as Ice Rink Maintenance Worker. Staff is requesting Fitzgerald be
approved as Ice Rink Maintenance Worker at $15.25 per hour. Las t year, Fitzgerald’s rate of pay was
$15.00 per hour. Consistent with past practice, returning staff are compensated with an increase in pay
for their experience.
Fiscal Impact:
The Ice Rink Attendants rate of pay is recommended to be $13.50 per hour in the 2021 Winter Season.
The Lead Ice Rink Attendant rate of pay is recommended to be $15.25 per hour. The Ice Rink
Maintenance Worker rate of pay is recommended to be $15.25 per hour.
