06.m Staff Report Winter Programing and Seasonal Instructors
Staff Report
Date of Meeting: September 21, 2021
To: Mayor & City Council
From: Brenda “Bee” Stignani, Office Assistant
Re: Hiring Seasonal Program Instructors & Winter Recreational Programing
Hiring Seasonal Program Instructors Background: Last year, Margaret Gerty and Ellen Krueger
stepped in as the Learn to Skate instructors when long term instructor Katy Herman stepped down
from teaching after the 6-week class started. Gerty and Krueger’s rate of pay was 40% each of the
$65 registration fee.
Issue: Should the City of Scandia hire Gerty and Krueger as seasonal employees for the 2021-2022
Winter Program season?
Proposal Details: Gerty and Krueger’s rate of pay would be a stipend, based on the number of
students enrolled in the classes. Based on the enrollment limitations their stipend would be as
follows:
Stipend paid to Gerty Stipend paid to Krueger
Minimum 5 Students Enrolled $125.00 $125.00
Maximum 20 Students Enrolled $500.00 $500.00
Stipend per Student Enrolled $25.00 $25.00
Fiscal Impact: The stipend amounts will be paid by the participants in their registration fees.
Winter Recreational Programing Information:
Conditionally on acquiring Program Instructors, the Parks and Recreation Committee recommends
offering the following Winter Recreational Programs:
1. Learn to Skate – Beginner\Advanced
2. Pleasure Skate
3. Hockey Skills
Proposal Details:
PRC member Dustin Hedland has agreed to volunteer as the supervisor during the Pleasure Skate
class for elementary school aged students. The bus transportation service for Scandia Elementary
School currently accepts requests for activity bus service for their students and would deliver
students to the Leonard Wojtowicz Skating Park warming house as in past years. Instructors Gerty
and Krueger, if hired, have requested the opportunity to offer an additional class, Hockey Skills. The
Parks and Recreation Committee supports this request.
Options:
1. Approve hiring Margaret Gerty and Ellen Krueger as seasonal employees for the 2022
Learn to Skate Beginner/Advanced and Hockey Skills Winter Programs with their rate of
pay being a stipend amount based on the number of participants enrolled. Approve
Pleasure Skate to be included in Winter Programming, supervised by volunteer Dustin
Hedland.
2. Approve hiring Margaret Gerty and Ellen Krueger as seasonal employees for the 2022
Winter Programing classes, while amending the classes offered and or the rate of pay.
3. Do not hire Gerty or Krueger as seasonal employees.
Recommendation:
