Re: Intrastate Mutual Aid Resolution
Background:
The Minnesota State Fire Chiefs Association has an intrastate mutual aid plan for large scale disasters/events.
This plan is activated through the state duty officer. We have not had to use this plan or provided aid through
this plan up to this point, but we have seen an increase in large scale events as of late. We were in the process of
preparing to send a crew during the civil unrest in Minneapolis & Saint Paul, but were not needed this time. The
purpose for this resolution is to allow for a faster response. Without this resolution, the Council would need to
hold an emergency meeting or delay aid until a scheduled meeting. I feel that we should discuss this and have
the resolution in place now, so in the event we are needed, we are ready. The fire department has discussed this,
and have plans in place to allow us to provide assistance while still providing the normal high level of service to
Scandia residents.
Issue:
Should the city sign the Resolution Authorizing Dispatch and Use of Scandia Fire Department Equipment and
Services by the Fire Chief in Emergency Situations?
Proposal Details:
Adopt the Resolution to allow the Fire Chief to authorize deployment for intrastate mutual aid.
Fiscal Impact:
If dispatched, there could be a cost for wages and fuel, but in most cases this cost will be reimbursed by the
requesting agency, state or donated by our city to the requesting agency.
Options:
(1) Approve the resolution
(2) Modify the resolution
(3) Not approve the resolution
Recommendation:
Option (1).
