Here are some thoughts and concerns with expanding a system to over 10,000 gpd.
• Need MPCA permit – requires application and associated fees to MPCA (plus engineering fees to
complete application)
• MPCA permit requires renewal every 5 years
• Monthly submittal required to MPCA for Discharge Monitoring Report (DMR)
o Includes monthly testing and reporting of all monitoring wells for parameters defined in
permit (lab and labor costs)
o Includes monthly testing within treatment system – influent/effluent and all parameters
noted in permit (lab and labor costs)
• MPCA will require monitoring wells to be installed – capital cost required for each well installed.
• MPCA sanitary sewer extension permit required for any new addition/extension/replacement of
the sanitary sewer
• Need to employ a licensed WW operator (Class D for the system and type IV certification for
application of solids from tankage)
• Need to have an updated operation and maintenance manual
• Possibility for more stringent limits (such as nitrogen) requiring additional construction and
capital costs to meet limits
o Possibility for new/more stringent limit happens every 5 years upon permit reissuance
