4.a) 2-1-16 Draft Minutes City of Scandia Parks and Recreation Committee February 1, 2016 Members Present: Ryan Jinks (Chair), Brad Borg (Vice Chair), Greg Zauner, Matt Rasmussen, Alex Bildeaux and City Council Representative Dan Lee Staff Present: Neil Soltis (City Administrator), Judi Negus (Office Assistant), and Dave Williams (Public Works Director) Guests: Lisa Pothen, Roxanne Rydeen, Linda Marotzke, and Mayor Randall Simonson Chair Jinks called the meeting to order at 7:03 p.m. PUBLIC FORUM Mayor Simonson asked to speak during the Vinterfest Recap agenda item. Pothen requested the posts placed on her property for the Vinterfest banner be removed as soon as possible. APPROVAL OF AGENDA Chair Jinks recommended amending the Reports agenda item to include a Vice Chair report. Motion by Bildeaux, seconded by Zauner, to approve the agenda as amended. The motion carried 5-0. APPROVAL OF MINUTES Motion by Zauner, seconded by Rasmussen, to approve the January 4, 2016 minutes. The motion carried 5-0. REPORTS Chair’s Report Chair Jinks handed out a written Chair Report and read the prepared statement regarding new appointments made by the Council due to Rasmussen’s and Bildeaux’ expiring terms on the Committee. Staff included the Chair Report in the meeting materials. Vice Chair Report Vice Chair Borg provided Staff with a written letter of resignation from the Parks and Recreation Committee. Borg informed he will be resigning effective February 28, 2016 and explained a lack of time and commitment to the Committee. Borg suggested by creating this vacancy Rasmussen or Bildeaux could be re-appointed. Staff Report Negus informed there was nothing to report in addition to what would be covered under other agenda items. OLD BUSINESS Vinterfest Recap Vinterfishing - Pothen reported the weather was ideal and brought approximately 100 people to the event. Pothen suggested a chairperson be assigned for future Vinterfests to help with the coordination of the community celebration. Pothen informed of confusion when making requests for individual event donations. Pothen also recommended Vinterfest dates should be communicated to Scandia Elementary to help with planning their Dala Gala event. February 1, 2016 Scandia Parks and Recreation Committee Page 2 of 3 Rydeen presented the Committee with a check in the amount of $200 from Scandia Cub Scout Pack No. 173 as established by the Committee’s Vinterfest donation guidelines. Motion by Jinks, seconded by Zauner, to accept the donation. The motion carried 5-0. Vintage Snowmobile Event - Linda Marotzke reported a successful event with positive feedback. There were 75 snowmobiles on display with over 200 people in attendance. Marotzke shared she was pleased with the publicity. Scanley Cup - Zauner shared Corey Roberts will be attending the March PRC meeting to recap his event. Zauner reported a total of $167.60 in Vinterfest button donations. Zauner shared there were six entries in the snow sculpture contest with every entry receiving a cash prize and medals. Zauner suggested changing the announcement of contest winners to be shortly after the conclusion of the contest. Mayor Simonson approached the Committee to share feedback he received and observed during Vinterfest. The Vinterfishing event was well organized and flawless. The Vintage snowmobile event was also well organized and the carousel was a hit. The Scanley Cup was a high energy event. Unfortunately, due to the warm weather, the hockey tournament ended late afternoon on Saturday. The Meister’s mite youth hockey tournament was successful with a lot of energy and, again, well organized. Simonson recommended the Committee no longer have a theme associated with Vinterfest. The main reason some of the public came to Vinterfest was because of the Hemslojden theme and were disappointed no events incorporated this theme. Simonson’s concerns included feedback suggesting Vinterfest was a “jock fest,” the theme was irrelevant, the fireworks weren’t as impressive as last year, and the Vinterfest button didn’t reflect what Vinterfest is about. Simonson would like to see next year’s Vinterfest family- focused and the elimination of a theme would avoid confusion. Simonson would like the Community Center be the epicenter of events where most activities would be held. Chair Jinks felt the Committee fell short on promoting Vinterfest and would like to see promotions sent out earlier next year. Jinks offered to create a Vinterfest Facebook page. 2015 Annual Report Committee members reviewed the 2015 Annual Report as drafted by Negus. Motion by Jinks, seconded by Rasmussen, to approve the Annual Report as drafted. The motion carried 5-0. AGENDA FOR NEXT MEETING The proposed agenda for the March 7, 2016 meeting: 1) Introduction of New Committee Members 2) Scanley Cup/Meister’s Recap 3) Review and Approve Summer Recreation Programs 4) Identify Summer Park Volunteer Activities February 1, 2016 Scandia Parks and Recreation Committee Page 3 of 3 5) Review Ice Skating Rink Policy 6) Lilleskogen Strategic Action Plan Review 7) Election of Chair and Vice Chair ADJOURNMENT Motion by Zauner, seconded by Rasmussen, to adjourn the meeting.
