8. discussion on using County contact for 2016 road striping� L S'CANDIA Staff Report Date of Meeting: March 15, 2016 To: City Council From: Dave Williams, Director of Public Works Re: Street Striping for 2016 Background: Each year, Washington County proposes to include Scandia in striping operation under their contracts. Issue: Is the City Council willing to except the proposal from Washington County to include Scandia into their contracts for 2016. Proposal Details: Washington County will be conducting striping operations for 2016. Once again the County has requested Scandia to submit a proposal by April 1, 2016 along with a list of the city streets that we would like to see striped this season. Washington County no longer does their own striping, but now contracts out the striping operation. Last year (2015) costs were $ 0.045 per foot for a 4 inch line. Until the contract is let, we will not know this year's cost. The striping I request would only be the double yellow center line. The streets that I would like to see striped are: 24011 St. N. 7,800 ft Oxboro Ave. N. 7,475 ft 202/Orwell 7,585 ft Old Marine 6,315 ft Double yellow center line ............... Total 29,175 x 2 = 58,350 x .045 = 2,625.00 As of now, the cost is just an estimated cost Fiscal Impact: The cost indicated above is budgeted in the Contractual Road budget for 2016 Options: 1. Except the proposal from Washington County and stripe the roads as requested 2. Do not except the proposal from Washington County and leave roads as is this year. Recommendation: Option 1— The roads listed are the Main Trunk roads. The current lines are fading and difficult to see. Striping the roads would enhance safety around the proposed areas. Deputy Director/County Engineer Washington County Traffic Operations is in the process of identifying estimated striping quantities for the 2016 striping season. The County is no longer conducting its own striping operations, however we will be letting one or more contracts to stripe our roads. If your community would like any local roads to be included in our striping contracts we are requesting that you provide us with a request letter no later than April 1, 2016. in that letter, please include: • Estimate (linear feet) of centerline and edge line striping • A map showing the roadways to be striped If we do not receive a letter by April 1, 2016 we will not be able to include your community in our 2016 striping operations. We will not know the unit cost until the contract is let. Last year's cost for a 4" line was approximately $0.045 per foot For roadways that do not have existing striping (e.g. overlays, mills and overlays, seal coats, etc.), we have attached two pieces of information that will be beneficial for your staff and will assist us in the striping of your roadways: 1. The first attachment provides some information on Raised Pavement Markers. These markers are to be used on your seal coat roadways. They are placed on the roadway prior to sealing and will assist you in marking your roadway after the road is sealed. Your seal coat contractor should have these markers or you can purchase them from many suppliers. 2. The second attachment is from the MnDOT Traffic Engineering Manual titled "Spotting Symbols for Pavement Striping." Prior to us striping your roadway, city staff shall "spot" or mark the roadway with a spray paint can using the same symbols as shown in this layout to indicate what type of line should be installed (e.g. solid white line, striped white line, double yellow line, etc.). All spotting marks should be in white paint. As a guide, the spotting marks should be 100"-150' apart on a straight section of road and 50'- 75' through curves. If spotting marks are not provided, it will not be striped. The striping crew will not be responsible for placing spotting marks on the roadways prior to striping of the roadway. Please note that the use of yellow centerline markings are not required for roads with less than 6000 vehicles per day. However, if centerline markings are to be used, No Passing Zones musk be properly marked. If your community wishes to have centerlines marked on local roads, including roads with existing centerline markings, please contact your City Engineer to determine and mark the appropriate passing zones. A summary of this procedure Is also attached, as detailed in MnDOT's Traffic Engineering Manual, Section 7-4.04. Alternatively, the entire roadway may be marked as a No Passing Zone; however this approach will result in a substantial increase in paint usage. Washington County staff will not mark local roadways not in compliance with this requirement.
