5.d Staff Report-PRC Chair and Vice Chair ApprovalSCATDIA Staff Report Date of Meeting: March 15, 2016 To: City Council From: Judi Negus, Office Assistant Re: Approval of Appointments of Parks and Recreation Committee Chair and Vice Chair for 2016 Background: Ordinance 91 provides that the Chairperson and Vice Chairperson of the Parks and Recreation Committee are appointed by the Commission from among the members of the Commission, subject to approval by the Council, for a term of one year. Furthermore, the bylaws of the Parks and Recreation Committee provide that election of officers will be held at the first meeting of March of each year. The Committee selection for Chair and Vice Chair for 2016 included: Greg Zauner, Ryan Jinks, Terry Gorham, and Jodi Feldmann. Jodi Feldmann was not in attendance at the March 7 PRC meeting. As well, there was a vacant seat. Due to the circumstances, Staff recommended postponing the appointment of Chair and Vice Chair until all seats were filled on the Parks and Recreation Committee and all members were in attendance at a meeting. The City Council reviewed the applications at their March 9 work session and the four applicants will be interviewed on Monday, March 21, at a Special Council meeting. Issue: Should the PRC proposed appointments be approved? Proposal: At their March 7 Parks and Recreation Committee meeting, the PRC voted Ryan Jinks as Chairperson and Greg Zauner as Vice Chairperson for 2016. Fiscal Impact: No additional compensation provided to Chair or Vice Chair. Options: 1. Approve Jinks as Chair and Zauner as Vice Chair of PRC for 2016. 2. Refer back to Committee for a vote when a full Committee is present. Recommendation: Option 1 - Given their tenure on the Committee it is unlikely that a change in the positions would occur if a full committee was present.
