9.g dust controlr N SCA DIA Staff Report Date of Meeting: March 15, 2016 To: City Council From: Dave Williams, Director of Public Works Re: Bids received for 2016 dust control Background: Each year the City of Scandia applies a chloride solution to most of its gravel roads to help reduce the dust. To help in the cost City has also charged Cedar Cliff for this service Proposal Details: City is proposing to apply Calcium Chloride to selected gravel roads throughout the City that have heavier traffic volumes. This procedure will help prolong loss of dust and fine particles. The loss of dust breaks the bonds to support larger aggregate and roads deteriorate faster. Fiscal Impact: The 2016 budget has $330,000 for contractual road maintenance. $25,000 of the $330,000 was set aside for dust control. I received 3 bids from companies. Tri-City Paving, Inc. Envirotech Services Northernsalt The low bid is $0.899 per gallon for the lump sum total of $24,183.10 from Envirotech Services. Options: 1.) Award the chloride application for dust control to Envirotech Services 2.) Do not award the chloride application for dust control 3.) Award the chloride application but limit the roads to have the application Recommendation: Option 1 Attachments: Letter proposal Quote from Tri-City, Inc.
