I will not be there, but do have a couple of thoughts for tonight: 1. Swenson Easement: I walked the easement on Saturday. It is a very nice trail with barbed wire fences on either side of the 20-foot easement. There is a wetland near the south end of the trail, but that is quite a way from the trail itself. The easement north of Tom Newell’s tree farm is not passible, but the section in question is accessible from the tree farm and appears to be quite well used. There is even evidence of wood chips being used to stabilize it in spots. 2. Scandia Heritage Alliance: After seeing the buildable area for this property, I’m not sure it is suitable for much more than the ball field that is already there. The proposal looks to fit too much stuff onto a lot that is not meant for much. While I support the Alliance and their efforts, this parcel does not seem to be the right place for this. Specific areas of concern I have are: a. The parking computations include leveraging the Community Center’s spaces but ignores the Community Center’s parking requirements. How many spots does the Community Center require to operate? b. Almost everything to be constructed encroaches on a setback and requires a variance. Since the barn itself could be moved 10-feet to the south, the practical difficulty for this variance is caused by the design itself, not the lot. c. How are the planned Splash Pad water needs going to be met if they cannot leverage the Uptown Sewer? At some point the water will need to be drained and refilled. d. What impact will the improvements have on the Uptown Sewer, and is the SHA willing to pay for the required improvements? Long term use of port-a-potties is not a viable plan. Steve Kronmiller 1
