Memo Draft Section 153.300 Allowed Uses City of Scandia – Draft 153.300 Allowed Uses 1 City of Scandia Zoning & Development Code Update October 21, 2021 TO: Mayor, City Council, and Planning Commission CC: Ken Cammilleri, City Administrator Evan Monson, Consulting City Planner Chris Nelson, City Attorney FROM: Jennifer Haskamp, AICP, SHC RE: Working Draft Section 153.300 Allowed Uses Introduction to Section 153.300 Allowed Uses Attached please find the working draft of new Section 153.300 Allowed Uses of the UDC. The purpose of this Section is to identify and regulate the use of land or property by Zoning District within the City. The new Section consolidates the uses into one location within the code and restructures it into tabular form. The most significant change from the existing code is that the information is organized into a Table of Uses that is intended to make the information easier to compare across Zoning Districts. The attached Section includes: • A comprehensive Table of Uses organized by Zoning District (Table 2). The foundation for development of the Table were the lists of permitted and conditionally permitted uses contained within each Zoning District. After the uses were compiled, the descriptions were cleaned up for consistency and repeated uses were removed. Table 2 is organized by general use categories including: Agricultural, Residential, Commercial and Public, Semi-Public and Utility Uses. • Table 3 was developed to consolidate Uses by Overlay District to provide a quick cross-reference to other Chapters within the City Code that may be applicable (e.g. Shoreland Management Overlay District, etc.) • Table 2 includes cross references to Section 153.300.030 Use Specific Reference to make it easier to navigate the section. The Performance Standards or Use Specific Standards are extensive, so they are further organized alphabetically within the subsection. • In Section 153.300.030 Use Specific Regulations several uses were edited for clarity and consistency with process requirements. The edits/revisions were reviewed by both your planning consultant and City Administrator, and their comments are incorporated into this draft. An overview of key changes include: o Refine ADUs to differentiate between detached and attached standards. o Agritourism Enterprise was more clearly defined and the process was adjusted to ensure a CUP is obtained appropriately. City of Scandia – Draft 153.300 Allowed Uses 2 o Brewery, Cidery, Winery or Micro Distillery – This set of standards is new. o Drive-through Businesses – This set of standards is new. o Golf Courses, Driving Ranges and Clubhouses -This section was consolidated to reduce repetition. o Multi-family Residence (5 units+) – This section was edited to address availability of municipal utilities. o Retail Sales and Services – This set of standards is new. o Rural Event Facility – This section was updated to reflect recently adopted ordinance revisions. o Temporary Dwelling Unit – This section was modified to reflect recent conversations with the Planning Commission (for discussion). o Vacation or Short-Term Rental – This set of standards is new.
