Thursday, October 14, 2021

Commissioners in Attendance: Greg Amundson; President Heather Benson; Brad Borg; Sue
Dickens; and Vice President Mark Porubcansky.
Others in attendance: Executive Director Ken Cammilleri
Absent: None.
Call to Order - Benson called the meeting to order at 6:30pm.
Approval of Agenda – Motion by Amundson, seconded by Dickens, to approve the
agenda. Motion carried.
Approval of Minutes from the Board’s August 9, 2021 Meeting – Motion by Dickens,
seconded by Porubcansky, to approve the August 9th minutes with corrections to the
identified typos. Motion carried.
Director’s updates/financial report - Cammilleri presented the September EDA financial
report.
Business Visit Reports Center – Amundson and Cammilleri reported on the status of their
latest meeting with Federated Co-ops. They were joined by Chief Executive Officer Mike
McMahon and C-Store Division Manager Tory Logan. Federated is faced with significant
staffing shortages, which has been an ongoing challenge throughout the area. They are left
with only 3 part-time workers to operate the store right now, which is forcing them to have
more unplanned closures. Their top priority is hiring a workforce. This interests their
leadership so much they wish to discuss a preliminary concept with the City regarding the
development of a 12 to 15 unit multifamily rental property. The project is intended to meet
workforce housing needs for both the co-op and the community. The Commission agreed
that the concept should be discussed with the City Council at a future workshop meeting.
Discussion on 2021 Holiday Market - Dickens updated the Commission on preparations for
this year’s Best of Scandia Holiday Extravaganza for Sunday November 28th.. She reported
that there will be 34-36 vendors and snack offerings. The Commission expressed their
concerns health emergency conditions could potentially necessitate possible cancellation of
the event. The Commission agreed to authorize $500 for expenses for snacks & beverages,

signage, and supplies with the instructions to proceed with ordering signage, but to hold off
until the time leading up to the event to purchase the remaining supplies if the event were to
be canceled. The sign was estimated to cost $200. The Commission noted that there may
also be capacity limitations due the health emergency. Cammilleri was tasked with
reviewing the number of tables and layout. Motion by Porubcansky, seconded by
Amundson, to approve $500 event spending plan.
Designation of Commission Representative to Mellerud, Sweden’s EDA. The
Commission was requested to select a member to serve as a liaison to Scandia’s new sister
city’s economic development entity. Dickens volunteered and the Commission approved her
appointment by unanimous consent.
Planning for the December EDA Business Breakfast - The Commission discussed the
itinerary for the next EDA Breakfast. The Commission tentatively decided to select Your
Home Café to cater the meal, to invite Kaitlin with the Thirsty Buffalo to return to make a
business profile presentation, and to have Cammilleri reach out to Mike Ryan of the Small
Business Development Center to see if he would be willing to present on his agency’s
offerings. Alternative guests included Tim O’Neill from the Market Analyst Division of
DEED, and a representative from the Minnesota Housing Finance Agency.
Review of EDA Work Plan – The Commission tabled discussion on the work plan to its
next meeting.
Next Board Meeting Date – Benson reminded the Commission that the next board meeting
will be held Monday, November 8th at 6:30pm.
Adjournment – Motion by Dickens, seconded by Amundson to adjourn at 8:08pm. Motion
carried.
