Re: Upgrade of City Hall main entry & Kitchen door
Background:
In 2020 we used CARES funds to install electronic door control at City Hall. Due to the style of
door and hardware on the main front door, it was not able to have access control installed
without having to get additional cost estimates, so we did not include it in the original project
due to time restrictions on the funds. We have now determined that the door should have the
electronic access control to eliminate the need for keys. If a key is lost it costs the city about
$750 to rekey the locks and make new keys. We have received quotes for the necessary hardware
needed to make this door work. Most of the other exterior doors have been replaced over the
years. The front door has not been replaced since the building was built in 1986.
I would also like you to consider adding the electronic access to the kitchen door at the rear of
the building. After seeing the amount of use the kitchen door receives, this door should be
updated to eliminate the need for keys to be handed out.
I would like to note that the price has increased for option 1 by almost 15% since last year and
the other options have seen a 5-10% increase.
Issue:
Should the city approve the replacement of the front door and installation of electronic access on
the front door and kitchen door?
Proposal Details:
We received quotes from 2 different companies to upgrade or replace the main door to allow for
installation of electronic access control. We have 4 options that would allow for installation of
the access control on this type of door and an option for adding access to the kitchen door.
Option 1: Would be to replace the entire front door & frame and include electronic
access.
Option 2: Would be to replace glass doors, reuse frame, install center post and install new
hardware that will work with the electronic locks.
Option 3: Would be to retrofit the existing door with new hardware that will work with
both of these doors and the lock system.
Option 4: Would be to add a center vertical bar to allow the door to accept normal
hardware.
Option 5: Add electronic access to the kitchen door.
Option 1 is the most expensive option, but is a total replacement, to include the doors, hardware,
frame & access control. This will be a completely new door and will last for the longest time and
will leave the opening as large as possible for access.
Options 2 & 4 do limit the doors to a smaller opening and there is question if they would still be
ADA compliant after the replacement.
Option 3 would get the door to work, but is not the proper way to fix the issue and may not last
as long.
Fiscal Impact:
The fiscal impact for each option:
Option 1 would be $16,698.83
Option 2 would be $8,193.40
Option 3 would be $7,437.70
Option 4 would be $6,653.40
Option 5 would be $2,418.40
Options:
(1) Staff recommends approval of option 1 & 5 for a total cost of $19,117.23. This option is
the best long-term solution to our needs and this option does not use a center post which
allows better access and compliance with ADA requirements
(2) Accept one of the other options.
(3) Do nothing
Recommendation:
Options (1 & 5).
