6.g Staff Report Hiring Seasonal Program Assistants Staff Report Date of Meeting: November 16, 2021 To: Mayor & City Council From: Brenda “Bee” Stignani, Office Assistant Re: Hiring Seasonal Program Assistants Hiring Seasonal Program Assistants: Winter Recreational Instructors, Margaret Gerty and Ellen Krueger request authorization for staff to hire Seasonal Program Assistants for the 6-week ice- skating classes. They would recommend hiring one assistant at the stipend rate of $20 per class, based on enrollment. They have a pool of eligible assistants from their years of skating experience. Instructors requested this provision to continue from the 2021 program, and staff unintentionally omitted this detail from the approved programing in the September 21, 2021 staff report. Issue: Should the City of Scandia hire Seasonal Program Assistants recommended by Gerty or Krueger for the 2021-2022 Winter Program season, if enrollment exceeds 15 students? Proposal Details: Students enrolled in the Learn to Skate Beginner, Advanced or Hockey Skills class pay $65 for 30 minutes of direct instruction and up to 60 minutes of supervised practice time. These three classes run concurrently beginning January 5, 2022. Each class has a minimum of 5 students and maximum of 20. At minimum enrollment, one instructor is dedicated to providing instruction while the second instructor is divided between supervising practice and assisting in instruction as appropriate. Gerty and Krueger request hiring up to 4 assistants for enrollment of 16- 60 students, to provide adequate staff during supervised practice. Gerty and Krueger are compensated $26/student registration for this 6-week program. The city retains $13 per registration to offset administrative expenses. Gerty and Krueger request that the city hire one additional assistant per 10-15 registrations at the stipend rate of $20 per class for a total of $120 for all 6 weeks. Enrollment in 2021 Learn to Skate Beginner and Advanced classes totaled 11, parents were required to provide their own transportation. Enrollment in 2020 Learn to Skate Beginner and Advanced classes totaled 29 with bus service available. Hockey Skills is a new component added in 2022. Bus transportation is again available to Scandia Elementary School students. Authorize staff to hire up to 4 Seasonal Program Assistants, based on class enrollment, at the stipend payment amount of $20/class where individual names will be reported to City Council prior to stipend payments. 2. Approve hiring a different number of Seasonal Program Assistants or a different rate of pay. 3. Do not hire Seasonal Program Assistants employees. Recommendation: Option 1
