Re: Bliss Infiltration Meter Install
Background: As of September 2021, the MPCA has provided the City with a new permit for the Bliss
Treatment System. Within the new permit there are many augmentations required to meet compliancy.
One of the requirements includes the addition of three flow meters to monitor the flow into our
infiltration trenches. These meters are also required to be installed 180 days after issuance of the new
permit which would be February 28th, 2022. The Bliss System is currently connected to SCADA (Remote
Data Collection) which these meters would be able to connect to as well. The remote monitoring not
only allows easy data collection and access but also provides safer working conditions for staff
preventing them from having to enter into confined spaces.
Issue: Due to the requirement for compliancy to the MPCA permit the City must install the three meters.
Proposal Details: As a requirement to be compliant with the MPCA permit the Public Works requests
approval to install three meters and for monitoring purposes have the meters linked to our Scada
system for flow monitoring.
Fiscal Impact: The cost ranges from $18,300.00 -$19,795.00 for the meter installation and $3278.00 for
the connection to our SCADA monitoring system. Relief Funds will be used for the installation of the
meters.
Options:
Option 1: Quality Flow Systems $18,300.00 + Automatic Systems $3,278.00 = $21,578.00
In this option Public Works is not responsible for the installation and cost to install the conduit
required for the communication cable.
Option 2: Flow Meas. and Control $19,795.00 + Automatic Systems $3,278.00 = $23,073.00
In this option Public Works would be responsible for the installation to install the conduit
required for the communication cable. An estimated additional $500 over the $23,073.00.

Notes:

4. This proposal will be based on installation of the transmitters in the existing control panel.

This proposal is in regard to the installation of meters to monitor flows from the trench dosing
station to each of Trench A, B and C. This quotation includes three Siemens Mag 5100 3” flow
tubes and three Mag 6000 flow meter electronics, one for each separate trench. Once installed
Flow Measurement and Control will certify the installation and provide certificates for all three
installations to the City of Scandia for use in showing compliance with their permit.
Meter installation includes all fittings, grounding rings, standoffs and cable to complete system.
Meter displays will be mounted in existing panel. It is understood that City of Scandia will have a
separate conduit installed for routing of meter cables, and Flow Measurement and Control will
route all cables needed. Siemens requires five diameters upstream and two diameters
downstream of straight piping, measured from the center of the meter. This allows the flow to
assume a consistent flow profile to keep the meter within stated accuracy specifications. The
installation will reroute the piping inside the meter vault for Trench A and Trench C slightly,
placing the meter at a slight angle to gain straight run. In addition, the meters will be mounted
slightly lower in order to ensure a full pipe condition.
Flow Measurement and Control will warrant this installation for a period of two years. Yearly
certification for compliance is provided for the first year, and will be done at prevailing rates as
needed in the future
Installation Price: $19,795.00

Dear Charlie:
Per your request this afternoon, we are pleased to offer SCADA modifications to tie in the three
(3) existing flow signals from the new flowmeters at your Bliss Lift Station to the SCADA System
as follows:
A. One (1) Labor and materials as required to modify the existing Bliss Lift Station PLC to
accommodate three (3) 4-20ma flow signals from your new flowmeters (supplied, installed,
wired and started up by others) into the SCADA System.
B. One (1) Programming and configuration services to modify the PLCs and SCADA computers
to monitor, trend and record flow rate and totals from Bliss LS.
C. Three (3) Copies of updated drawings for insertion in your existing O&M Manuals.
Your net price for Items A through C is….$3,278.00. Price does not include any flowmeters, sales
or use tax.
