Chair Jinks called the meeting to order at 7:00 p.m.
PUBLIC FORUM
There were no comments.
APPROVAL OF AGENDA
Motion by Zauner, seconded by Gorham, to approve the agenda. The motion carried 3-0.
APPROVAL OF MINUTES
Motion by Zauner, seconded by Jinks, to approve the February 1, 2016 minutes. The
motion carried 3-0.
REPORTS
Chair's Report
Chair Jinks shared there was nothing to report.
Staff Reports
Public Works Director Williams shared a written report identifying areas of concern for the
hockey rink, including the need for improvements with consideration of safety issues. The
Committee discussed the potential of having a volunteer day for some of the improvements.
Williams agreed to document what project(s) could be assigned to volunteers and present at the
April meeting when the Committee will be identifying park volunteer activities.
Office Assistant Negus shared the Big Marine Lake Association presented a Vinterfest donation
in the amount of $200. Negus also informed an additional $12 Vinterfest button donation was
received.
Negus encouraged Committee members to attend the March 9 City Council work session as the
Council will be discussing the role of the Parks and Recreation Committee and reviewing the
applications for the PRC vacancy.
Negus reported success of the winter skating programs. Twenty participants were registered for
the Pleasure Skating Program and thirty participants were registered for the Learn to Skate
Beginner and Advanced programs.
In Dave Wilson's absence, Negus highlighted a memo that was provided to all Committee
members and City Council members. The Veterans Memorial Committee will begin site
preparation at Lilleskogen in May. The construction of the Honor Wall is planned to begin in
June, with a goal to complete by July 4. It is hoped the columns and flagpole will be installed by
March 7, 2016

November. The Veterans Memorial Committee is organizing a Benefit and Ride scheduled for
May 21 that will become an annual event. Jinks shared the event is a motorcycle ride
approximately 50 miles in length.
OLD BUSINESS
Scanley Cup Recap
Roberts addressed the Committee and offered thanks for their efforts that started as early as
late summer. Roberts reported $750 in net proceeds and offered to submit a donation this
week. Roberts shared the difficulties the weather presented and the cancellation of the Scanley
Cup without the ability to finish the tournament. Committee members agreed the discussion for
contingency plans for Vinterfest should be discussed earlier in the planning of the events.
Roberts asked to be included in the decision-making process in regards to the hockey rink
preparation for Vinterfest next year.
NEW BUSINESS
Review and Approve Summer Recreation Programs
Negus proposed recreation programs that would be offered this summer, most of which
included those offered through Camp Lakamaga. Negus shared the programs are much the
same as previous years with new names to draw attention to the camps. Negus reported staff
has not yet secured a tennis instructor for a second session, but has confirmed Erika Fischer,
who provided instruction the past two years, has agreed to lead the June 13-17 camp. Negus
reminded that last year the tennis camps were cancelled due to low registration.
Negus shared the summer programs are detailed in an insert that goes with the City-wide
newsletter the end of March. As well, the programs are promoted in press releases, City
website articles, mass emails, Facebook posts, school district digital backpack submissions and
flyers that go out in the backpacks of every Scandia Elementary student. Negus asked
Committee members to help promote the programs as well.
Motion by Jinks, seconded by Zauner, to approve the proposed summer recreation
programs. The motion carried 3-0.
Election of Chairperson and Vice Chairperson
Negus recommended postponing the appointment of Chair and Vice Chair due to circumstances
and suggested making the appointments when all Committee members are in attendance at a
meeting and the vacant seat is filled. Jinks shared the PRC bylaws include making
appointments the first week in March. Gorham nominated Jinks as Chair. Jinks nominated
Zauner as Vice Chair.
Motion by Zauner, seconded by Gorham, to appoint Jinks as Chair. The motion carried
3-0.
Motion by Jinks, seconded by Gorham, to appoint Zauner as Vice Chair. The motion
carried 3-0.
Zauner agreed to attend the March 15 City Council meeting in Jinks' absence.
