10-27-2021 Joint CC and PC Work SessionCITY OF SCANDIA CITY COUNCIL AND PLANNING COMMISSION JOINT WORK SESSION Wednesday, October 27, 2021 City Council attendance: Steve Kronmiller, Patti Ray Planning Commission attendance: Chair Travis Loeffler, Jon Engstrand (virtual). Also in attendance: City Administrator Ken Cammilleri, City Clerk Brenda Eklund, City Planner Evan Monson (virtual), SHC Planning Consultant Jennifer Haskamp (virtual). The meeting began at 5:35 p.m. Due to lack of a quorum, City Administrator Cammilleri explained that no decisions would be made this evening; participants would only be discussing the information. Jennifer Haskamp introduced Working Draft Section 153.300 Allowed Uses within the Unified Development Code Project. Haskamp explained that the purpose of this section is to identify and regulate the use of land or property by Zoning District within the City. The new section consolidates the uses into one location within the code and restructures it into tabular form. The most significant change from the existing code is that the information is organized into a Table of Uses that is intended to make the information easier to compare across Zoning Districts. Table 2 was prepared as a comprehensive Table of Uses organized by Zoning District. Table 2 includes cross references to Section 153.300.030 Use Specific Reference to make it easier to navigate the section. The Performance Standards or Use Specific Standards are extensive, so they are further organized alphabetically within the subsection. Haskamp asked that a future meeting should determine a policy approach for uses not listed: If a use is not on the table, is it prohibited? This is the current policy. Or if a similar or closely matched use is on the table, should the use be conditionally permitted? In Section 153.300.030 Use Specific Regulations, several uses were edited for clarity and consistency with process requirements. The edits/revisions were reviewed by Planner Monson and City Administrator Cammilleri, with their comments incorporated into the draft. An overview of key changes include: o Refine Accessory Dwelling Units to differentiate between detached and attached standards. o Agritourism Enterprise was more clearly defined and the process was adjusted to ensure a CUP is obtained appropriately. Scandia City Council and Planning Commission Joint Workshop October 27, 2021 Page 2 of 2 o Brewery, Cidery, Winery or Micro Distillery — This set of standards is new. o Drive-through Businesses — This set of standards is new. o Golf Courses, Driving Ranges and Clubhouses -This section was consolidated to reduce repetition. o Multi -family Residence (5 units+) — This section was edited to address availability of municipal utilities. o Retail Sales and Services — This set of standards is new. o Rural Event Facility — This section was updated to reflect recently adopted ordinance revisions. o Temporary Dwelling Unit — This section was modified to reflect recent conversations with the Planning Commission (for discussion). o Vacation or Short -Term Rental — This set of standards is new. Cammilleri suggested a future meeting address challenging issues to the accessory structure ordinance, as resident Cindy Johnson brought up in the meeting — how to allow small lots to build storage buildings across the street in areas of town where it makes sense. Cammilleri said that a blanket change to all areas of Scandia would create design problems in some areas. Cammilleri suggested future discussion on design criteria for rural roads, the Accessory Dwelling Unit section to address design standards for existing structures and a process to release the restrictive covenant upon termination of an ADU, consider design guidelines for hotels/motels, garbage corrals for commercial businesses, and consider drive-through concepts. Council member Ray suggested small-scale wind energy conversion systems be considered for residential properties, to encourage green energy. Commission Chair Loeffler stated that the tabular layout was much easier to navigate, and suggested format improvements. Council member Kronmiller recommended cross references to Watershed and DNR regulations in the Shoreland Overlay footnotes of Table 3, and that additional wetland requirements may apply. Haskamp gave direction to go through the table of uses and bring back any concerns for uses that need use specific standards, or should not be permitted. The full development code will be reviewed at a future meeting, in preparation of a public hearing. The meeting concluded at 7:15 p.m. Respectfully submitted, Brenda Eklund City Clerk
