7.b) Staff Report-Park Capital Improvement PlansStaff Report Date of Meeting: April 4, 2016 To: Parks & Recreation committee From: Neil Soltis, Administrator Re: 2016 — 2020 Capital Improvement Plan update Background: In 2015 the City Council formed a Capital Improvement Committee (CIC) to look at the capital improvement needs of the City for 2016 through 2020 and beyond. The recommendations of the Committee were reviewed by the Planning Commission for compliance with the comprehensive plan. The City Council then approved the Capital Improvement Plan in December, 2015. At its February 3, 2016 meeting the Council determined that a CIC would be appointed on a biennial basis and that, for the 2017 budget, staff will work to adjust costs and reprioritize projects as necessary. The budget preparation calendar for 2017 calls for the Capital Improvement Plan, as updated by staff, to be reviewed by the Planning Commission at its July meeting. Details / Discussion: The attached provides a detail of the Park Capital Improvement Fund and the projects that are proposed to be funded through the City's General Fund. Projects in the Park Capital Improvement Fund are funded through park dedication fees, donations, grants, and other revenues as designated by the City Council. General Fund projects are funded through the annual tax levy. At December 31, 2015 the balance designated for Lilleskogen Park improvements was a negative $31,000 due to the expenditures at Lilleskogen Park and the advance of funds from the City's Capital Improvement fund that are to be repaid as park dedication fees are collected. At December 31, 2015 the balance of funds designated for the Wayne Erickson Memorial Ball Park was $13,025. Additional revenues will come from ballfield signs revenues. The 2016 budget includes the expenditure of $7,500 from these funds for bleacher improvements.
