5. Seasonal Part Time.On Call Plow Driver Public Works – Report Date of Meeting: 12/1/2021 To: Mayor, City Council From: Charles Fischer, Director of Public Works Re: Hiring part-time on call snow plow operators Background: Historically the Public Works Department has hired two Seasonal On-call Snow Plow operators managed by the Public Works Director, who are responsible for clearing snow from roadways, parking lots and other duties as assigned. Bruce Swenson, who has previously assisted as an On-call snow plow operator has been hired again for the 2021-2022 winter season. With the return of Bruce Swensen Public Works was left with one position open and has been posted since September. Over the two-month period we received only one application even with attempts to cold call other possible options. James Gribble was our only applicant and was interviewed by Public Works. After review of James’ work history, interview and availability for this position Public Works considers him to be fit for the position. Issue: Should James Gribble fill the open On Call Plow Operator position. Proposal Details: Staff is recommending James Gribble be hired at a pay rate of $18.00 per hour supported by his work history and holding a Class A driver’s license. The Class A license allows Public Works more flexibility with plow routes in the event a full-time staff member is unable to operate a main line plow truck. Fiscal Impact: The 2021 and 2022 pay rate for Seasonal On-Call Plow Operator is between $16.00 - $18.00 per hour DOQ and the budget supports the pay scale for James. Options: 1.) Approve the hiring of James Gribble. 2.) Hire James Gribble with amendments 3.) Do not hire James Gribble Recommendation: Option 1
