5.b Public Works Staff Report Dec Date of Meeting: December 6th, 2021 To: Parks and Recreation Committee From: Charles Fischer: Director of Public Works Re: Staff Report Lilleskogen: The Park sign is scheduled to be installed between Dec 6th and Dec 10th. Ice Rink: Due to unseasonably warm temperatures and lack of frost in the ground flooding will be delayed this year. New advertisements have been added to the rink boards with a new recommended printing from Rapid Press that Public Works is now requesting. Public Works may ask Midco for an updated version with the new printing style to have uniformity to the new signs. The Scandia advertisement may come down as well and add a smaller informative posting near the Warming House. Tennis/Pickle Ball Courts: Nets were removed in mid-November the day before the first accumulating snow fall. Donation Benches: Donation bench policy for the Lilleskogen memorials are now available and ready to be distributed to any person or group ready to donate a bench. Most of the documentation already existed other than the specifications approve by Council for the bench and plaque design. One bench is already in the process and planned to be on the December Council agenda for recognition. The position chosen was the area where the old bench by the bridge is to be removed and replaced. If you know of any donors, please have them contact me for further information. Holiday Decorations: Public Works staff installed the snowflakes following the Veteran’s Holiday. Currently one outlet is scheduled for repair. The faulty outlet is on the most northerly pole on the east side of Olinda. Public Works staff also assisted with set up for the tree lighting ceremony and met with Helke on Friday before the event to run through the tree and building lighting. The option for lighting the trees on the corners of Olinda and Scandia Trail was studied and with the lack of sunlight solar lights are not recommended for the area. Public Works also assisted decorating the Hall by providing Birch bows for the Gammelgarden volunteers. Light Pole Flags: The flags on the light poles will need to be replaced for the 2022 season. The plan is to use operating budget funds for the replacement. With the addition of hanging plants to all the poles next season. If the funds are available flags will also be added to all the poles as well. Park Amenity Potential Additions: A meeting between Terry, Greg and myself took place at Lilleskogen to discuss location for a new pavilion. Wetland delineation will need to be studied to address if the structure can be placed in the spot chosen during the site visit. Illustrations attached show the position and the tree area that would need to be clear cut and graded. *Red area is the area to be cleared of trees and yellow is where damage or dead trees to be removed. Public Works was requested to research the cost to add a Disc Golf course at the Hay Lake site or any other City owned park space that could accommodate such an amenity. Hay Lake is truly the only property that could support an addition like this, as it has the available parking space and room on the property to install a nine-hole course. The illustration below shows a layout that could work but many other layouts could be decided in the future. The cost to install a course is estimated to be $400-$450 per hole; which includes the basket, shipping, concrete, and equipment rental needed for installation. The cost is based only on the installation of a basket, no signage or other materials (mulch to surround baskets or tee box pads) included. The great part about installing an amenity like this is you can always add extras on later. *Red dots indicate tee box and larder blue circles indicate the basket area. *The layout was intended to have no tee shots directed straight toward Olinda Trail. Other: Public Works has also removed amenities from the parks in the last month: Skatepark, Goose Lake Dock, Portable toilets, and garbage receptacles.
