09. PC Resolution 2021-23 CIPCITY OF SCANDIA PLANNING COMMISSION RESOLUTION NO: 2021-23 REVIEW OF THE 2022-2026 CAPITAL IMPROVEMENT PLAN WHEREAS, pursuant to Minnesota Statute 462.356, subd. 2, the Planning Commission shall review all proposed capital improvements within the city or any other political subdivision having jurisdiction within the municipality, and make findings as to the compliance of the proposed capital improvement with the comprehensive municipal plan; and, WHEREAS, the proposed 2022-2026 Capital Improvement Plan or CIP is regularly adopted by the City Council at approval of its budget to determine what proposed capital improvements will be made to city facilities and infrastructure; and, WHEREAS, the City Council may by resolution adopted by two-thirds vote dispense with the requirements of this section when in its judgment it finds that the proposed acquisition or disposal of real property has no relationship to the comprehensive municipal plan; and, NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that the following findings have been made with regard to the proposed 2022-2026 Capital Improvement Planning and conformity with the Scandia Comprehensive Plan: • Bliss Addition Stormwater Project is found to be consistent with water resource goals and policies to protect surface and groundwater quality and improve stormwater management are consistent with the Comprehensive Plan. • Bliss Addition Community Septic System Nitrate Abatement is determined to be consistent with water resources goals and policies set forth in the Comprehensive Plan. • Maintaining City facilities and the replacement of equipment allow the preservation of community resources and the stability of service delivery. It is consistent with the goal to maintain resiliency of our community. • The Comprehensive plan explicitly sets a goal for the City to expand access to internet services through the entire City. Funding broadband expansion efforts are constant with this goal. • Improvement and reconstruction of roads serves to promote the preservation of Scandia’s transportation system. Further, proposed projects continue to seek coordination with state and county highway networks. • Funding a park plan is consistent with developing an effective planning approach to developing and maintaining parks and recreation areas and constructing and maintaining trails and routes to meet the needs of City residents as part of the Comprehensive Plan’s goals for Parks and Trails.
