NEW BUSINESS Bylaws Recommendation Staff prepared a report. Hegland questioned if a proposed amendment should include language to ensure a majority of PRC members are Scandia residents. Discussion concluded may not be necessary as all applicants will be interviewed by City Council and they make the appointments. Zauner questioned if there should be language about residency requirements for the Chair or Vice Chair position. Discussion concluded that this position is recommended to Council by current PRC members and this process would also be able to address any potential issue and therefore make this language unnecessary. According to Section 7. Amendments of the Parks & Recreation Committee Bylaws, all PRC members have been notified by this agenda item that consideration of the following proposed amendment will be considered at the January 3, 2022 PRC meeting: “Section 3.
