City of Scandia Parks and Recreation Committee Monday, December 6, 2021
A meeting of the Scandia Parks & Recreation Committee was held on the above date at the Community Center.
The following were participants in the meeting: Committee members Terry Gorham (Chair), Greg Zauner (Vice
Chair), and Cami Van Able attended in person. Dustin Hegland participated electronically via Zoom. Staff
members Charles Fischer (Director of Public Works), and Brenda “Bee” Stignani (Office Assistant). Three
members of the public attended, including Kimberly Johnson by Zoom. The meeting was called to order by
Gorham at 7:00 p.m., a quorum was present.
PUBLIC FORUM
Jim Simpson attended to observe discussion regarding the Goose Lake Estates Easement, New Business item 7.a
on the agenda. Chair Gorham informed Simpson that this item will be recommended to be removed from the
agenda as the next order of business.
APPROVAL OF AGENDA
Gorham requested moving item 7.c on the agenda to after Reports, but prior to New Business in order to
accommodate Sue Rodsjo as the only non-PRC presenter on the agenda. Gorham also recommended striking
item 7.a, Good Lake Estates Easement from the agenda as there is nothing to consider today and Councilmember
Patti Ray is not in attendance. Motion to approve the agenda as amended by Zauner, seconded by Hegland.
Motion carried 4-0.
APPROVAL OF MINUTES
Chair Gorham called for any additions or corrections to the November 1, 2021 minutes. No additions or
corrections were submitted. The minutes stand approved.
REPORTS
Chair Report
Chair Gorham provided a written report adding his discussion with council members regarding the bylaws
amendment to be considered in this meeting and the playground recommendations are documented in the
November 16, 2021 City Council minutes.
Public Works Report
Fischer provided a written report. Hegland requested additional rubber mats be available at the double ice rink
doors.
Staff Report
Stignani provided a written report and added that 8 students are registered for the skating classes so far and
that notice was posted today soliciting PRC applications as Van Abel’s term expires February 28, 2022.
Scandia Heritage Alliance & Community Center Trails
Sue Rodsjo presented an update on the Scandia Heritage Alliance Arts & Heritage Center plans with material
included in the meeting packet. Zauner volunteered to meet with Rodsjo and the city engineer to recommend
a different path to connect the proposed path to the Community Center Parking lot. Gorham clarified that the
PRC is an advisory committee to City Council, and members of the PRC do not have authority to enter any binding
contract on behalf of the City.
Motion by Gorham, seconded by Zauner, for Gorham to work in partnership with SHA to pursue trail and
related project grants to develop and improve trails around city property. Motion carried 4-0.

Vinterfest Planning Update
Zauner provided a written schedule of events and added the Lions offer for a Medallion Hunt. The Lions received
a miss-print “Vinterfest” medallion for the Vinterlights event. Johnson recommends adding 4-5 pm a traditional
Norwegian dance group who have indicated they are available to perform. Zauner clarified that the Mites Hocky
Tournament is located at Meisters instead of at the Wojtowicz Skating Park ice rink.
Children’s Story Path
Gorham tabled this topic until Ray is able to attend.
Lilleskogen Pavilion
Fischer referred to the Public Works staff report detail and clarified that he is waiting to hear from the watershed
district if the area suggested to install a pavilion will need a Wetland Delineation Report or not.
PRC Operational Calendar
December Operational Calendar topics – Vinterfest only. Looking ahead to January, staff confirmed that an
Annual Report draft is reasonable.
NEW BUSINESS
Bylaws Recommendation
Staff prepared a report. Hegland questioned if a proposed amendment should include language to ensure a
majority of PRC members are Scandia residents. Discussion concluded may not be necessary as all applicants
will be interviewed by City Council and they make the appointments. Zauner questioned if there should be
language about residency requirements for the Chair or Vice Chair position. Discussion concluded that this
position is recommended to Council by current PRC members and this process would also be able to address any
potential issue and therefore make this language unnecessary. According to Section 7. Amendments of the Parks
& Recreation Committee Bylaws, all PRC members have been notified by this agenda item that consideration of
the following proposed amendment will be considered at the January 3, 2022 PRC meeting:
“Section 3. Membership. The SPRC is made up of Scandia residents or individuals from neighboring
communities, with a majority being Scandia residents, appointed by the City Council according to the
requirements of the City’s Code of Ordinances, chapter §30.08, Advisory Committees and Commissions.”
