8.f March 2016 pw report March Activity Report Date of Meeting: April 19, 2016 To: City Council From: Dave Williams, Public Works Re: Activity Report The first day of each month is spent completing OSHA inspections. The required OSHA inspection list is attached. Water meters are also read during this time. This is a record of the monthly usage for the city. Public Works also conducts a Load Test on each lift station pump. Along with the daily, required work during March for Public Works was meter reading, tree trimming, and various jobs that occurred for residents. On Friday evening March 4th, I inspected a private septic failure. The pump had worn out and needed to be replaced. I waited until Monday to get a new pump to avoid the City paying extra to fix. I had the resident’s septic pumped out to last the weekend. The pump was replaced. Two crewmembers moved tables around at the Community Center so floors could be cleaned and polished. This was necessary again the following week at the Community Center in the Main Hall. On another day after floors were polished, Rick Regnier repaired a water leak in the Community Center kitchen. On March 9th, Scandia Public Works participated in a required Safe-a-Sure training. This was conducted at the Stillwater Public Works building. This is a routine training involving other area Public Work cities. March was the last month for tree trimming. When we are not completing other city jobs, we have at least two crewmembers trimming. In March we had two large trees fall. One was on 220th Street and the other was across Old Marine Trail. Both trees were large and both were blocking entire road. Around the time of March 17th, we began to have real concerns about some of the city streets. There were/are beginning to deteriorate rapidly. I inspected the roads and had a crewmember placing cones and barricades to warn motorists. The worse areas were/are Old Marine Trail, Meadowbrook Ave, Oakhill Rd. ,and Oldfield Ave. The morning of March 18th, trimming stopped so to begin the repairing of the worst area roads that had literally become a hazard. Work performed on ro ads involved removing the heave area to a depth of 6” to 12” deep. The soil underneath the road determines the required depth. We replaced the soil base with lime rock to hopefully prevent any more heaving. March 23rd – 25th, Williams, Anderson, and Regnier attended Wastewater school. Anderson only needed to attend the 23rd & 24th. On Friday, the complete crew was back by the afternoon and resumed road repair. Williams finished measuring repair areas so as to get an estimate for patching contracts. March 21st, T.A. Schifsky opened their plant for cities in need of bituminous mix. Scandia Public Works can only get 2 tons per day due to the size of our hot box. We began patching potholes throughout the city. March 28th, Jeff Anderson went to Pilar Rd. and Paris Ave. to begin grading for first time this season. March 29th, Public Works crew and Scandia City Staff had Safe-a-Sure for half the day. It was completed at noon. Crew was back to patching on Oakhill Rd. March 31st was spent doing some minor repairs on the hotbox trailer so more hot mix could be picked up. Work resumed on necessary road patching. The major projects of March were tree trimming, street maintenance, and bituminous patching. Thanks, Dave Williams, Public Works Director
