Pay Request for the Development Code Update Project and Project Update
Enclosed in this packet is a pay request that consists of a $13,058.75 invoice and a $617.50 invoice, for a total cost of $13,676.25 made payable to Swanson Haskamp Consulting (SHC)
for the Development Code Update Project. Approval of payment will place the project at approximately 88.4% of the total approved project budget. It is recommended that this pay request
is approved.
Up until this point, the City has spent $20,560 on this project.
The original project contract was awarded by the City Council on May 19, 2020, for a total of $28,750. On December 2, 2020, the City Council further approved an additional $10,000 in
costs to facilitate the implementation of a unified development code with the objective of improving the code’s ease of use. This has set our maximum approved project expense at $38,750.
Project Update
SHC has reported to me that they anticipated that the next deliverable will be a draft that will be approximately 95% completeness. They are hoping to plan another work session to discuss
edits. We have not set another date for the next joint workshop with the Planning Commission because we wish to ensure there is plenty of time for individuals to review the next document
before a workshop is held for discussion.
Project delays have prolonged the original project timeline, which anticipated completion around December of last year. However, it remains possible to facilitate a review process
should allow for the Code to be considered for potential adoption by mid-year or much sooner, dependent how much additional workshops may be required.
I have requested that the contractor be prepared to offer an estimate for any additional costs should added workshops push the project expense over the current approved budget. However,
we will still be able to discuss any additional costs prior to reaching the approved budget for this project.
