PO Box 128, Scandia, Minnesota 55073 Phone (651) 433-2274 Fax (651) 433 -5112 http://www.cityofscandia.com MEMORANDUM DATE: February 11, 2022 TO: Honorable Mayor and City Council Members FROM: Ken Cammilleri, City Administrator RE: Discussion and possible consideration of changes to commission and committee compensation At the February 2nd City Council work session meeting, a request was made to provide further information on why compensation for certain city commissions and committees exist, and what options exist when considering compensation for these appointments. Existing Pay to Committees and Commissions Today’s commission and committee compensation plan was adopted by the City Council back in 2011. Currently, only the Planning Commission and Park and Recreation Committee receive compensation based on this policy. Planning Commissioners are compensated at $250 a quarter, and its chair receives an extra $50 per quarter. The Park and Recreation Committee receives $30 per quarter. Eligible members are qualified to receive this pay each quarter based on meeting attendance. Quarterly or per diem meeting (per day) compensation is commonly applied to committees and commissions by cities, when it is determined by city councils that compensation is appropriate. There are no requirements to provide any compensation, and many cities also opt not to provide compensation or only do so for select bodies. All of Scandia’s commissions and committees have 5 members unless listed: Planning Commission Economic Development Authority Board of Commissioners Park and Recreation Committee Tourism Committee (7 members) Wastewater Advisory Committee (AKA Sewer Committee) Capital Investment Committee (AKA Capital Improvement Committee) Internet Action Committee Each of these committees have City Council liaisons, except the EDA Board. The Council Member selected to serve on this Commission is a voting member. The City Council is asked to provide direction on any changes to this arrangement. Changes to this arrangement may require amendment to the City’s Code. Please let me know if you have any questions.
