The village center includes a high concentration of parks and recreation facilities along with a charming economic center celebrating the city’s Scandinavian ties. Rural residential areas and lake shore homes extend from this historic village center. The community’s rich history, natural resources, many lakes, proximity to the St. Croix River, and small town character contribute to its quality of life. Parks, Recreation, and Open Space Master Plan | City of Scandia PROJECT UNDERSTANDING 1ProjectUnderstanding As the community continues to grow and evolve, it is vital that development and management of the parks, recreation, and open space keeps pace with the needs and values of the community. Scandia’s “green” infrastructure is a true asset to be celebrated and strengthened through thoughtful planning and strategic improvements. Through this master planning process, it will be important to identify additions or improvements to the recreation infrastructure that are appropriately scaled to the community and available resources at the city. Parks are one of several improvement priorities in the community and implementation phasing will need to be balanced with other infrastructure needs. Identifying funding strategies will assist with initial implementation and capital improvements. Additionally, an understanding of life cycle costs and ongoing operations needs will be necessary to maintain a high-quality parks, recreation, and open space system into the future. Through our work with the city on the 2040 comprehensive plan update, we were able to explore the community’s goals and objectives for the park and trail systems as well as gain a strong understanding of planned development throughout the city. This master planning process will build on those efforts, diving deeper into desired improvements in the park, recreation, and open space resources and strategies to realize them. Bolton & Menk understands Scandia's desire to create a long-term plan that outlines the necessary actions to create a sustainable future for parks, open spaces, and recreational amenities. We have implemented and constructed a multitude of park and recreation projects, and our success lies in the ability to understand and guide throughout the planning process to lead to creative, sustainable projects. Parks, Recreation, and Open Space Master Plan | City of Scandia PROJECT APPROACH AND SCOPE OF WORK 2ProjectApproachandScopeofWork KEY PROJECT OBJECTIVES We’ve outlined our approach and proposed scope of work in this section by key project objectives. A schedule is included at the end of this section. Develop a thorough understanding of the state of the existing park, recreation, and open space facilities in order to set the stage for assessing needs and identifying potential improvements. Understand and summarize the “quantitative” needs of Scandia’s park system against industry best practices, and the “qualitative” needs as identified by the community. Identify improvements to park, recreation, and open space amenities which align with the broader vision for the city, address community needs, and enhance the user experience. Clearly outline strategies for implementation of short-, mid-, and long-term improvements and identify complete funding solutions. Create a project report that summarizes the master planning process and will support ongoing planning and implementation of identified improvements. OBJECTIVE GOAL 3 Parks, Recreation, and Open Space Master Plan | City of Scandia Project Approach and Scope of Work Project Management Proposed Timeline: Ongoing Allocation of Project Budget: $1,584 APPROACH Bolton & Menk’s project management approach is rooted in communication, collaboration, and trust. These principles will be key in managing and delivering a Parks, Recreation, and Open Space Master Plan that encompasses a clear understanding of existing conditions and the vision for the future, and a realistic implementation plan to reach that vision. We will serve as a partner to the City of Scandia during all phases of delivery. Madeline Dahlheimer will serve as the project manager and primary point of contact to city staff. She will coordinate project direction with city staff through coordinated, regular check-ins. Madeline will ensure the project remains on schedule and on budget, alerting the project management team of any known issues as soon as these may arise. Upon receiving a notice to proceed, Bolton & Menk will schedule a project kickoff meeting with city staff and the consulting team. This meeting will outline the project approach, schedule and milestones, public and agency involvement plan, and deliverables. Deliverables: Project kickoff meeting Regular project check-ins (phone calls or virtual meetings) Project administration (invoicing, progress reports, schedule updates, etc.) Community and Stakeholder Engagement Proposed Timeline: Ongoing Allocation of Project Budget: $4,422 APPROACH Bolton & Menk takes pride in working with clients to develop and deliver successful community engagement strategies. Our team will lead the City of Scandia through a well-organized engagement process, resulting in master plan recommendations that cover the goals and desired vision of the various stakeholders, while providing the city with clear direction for park improvements, implementation, and management. We believe the most effective community engagement meets people where they are. Our team can provide a suite of digital and in-person strategies to make it easy, accessible, and fun for the public to share their ideas. This focused strategy will allow the team to gather valuable public input to inform the final master plan. Establish Vision A primary desired outcome of early engagement activities will be to identify a clearly defined vision for Scandia's parks, recreation, and open space system. Through the survey and stakeholder meetings, our team will gather input to confirm, refine, and/or add to the goals and objectives as outlined in the comprehensive plan. Online Engagement An online survey will be conducted as an initial engagement tool. Our project communication specialists have had great success using online surveys to cast a wide engagement net to solicit input on issues, opportunities, and desired use. This tool is used to collect information on the qualitative and experiential factors of the park. Bolton & Menk will coordinate with city staff to promote the survey on the city’s website and social media platforms. We will create a flyer with a QR code that the city can post at parks and other prominent locations. Additionally, we will work with the area schools to share the survey link with K-12 students and families. This has proven to be a successful strategy on past projects to solicit input from adults and children alike. Our sustainable approach results in solutions which are Technically feasible Environmentally compatible Economically viable Publicly acceptable Parks, Recreation, and Open Space Master Plan | City of Scandia Stakeholder Meetings Stakeholder meetings will be used to deliver a master plan report with broad public support, in line with the vision for the community. Meetings have been included on the proposed project schedule. The format, agenda, and desired outcomes for each meeting will be finalized with the project management team in advance of each meeting. Meeting materials will be created by Bolton & Menk in support of this discussion and provided to city staff for review ahead of each meeting. The Parks & Recreation Committee and Scandia Heritage Alliance will be engaged in stakeholder meetings early in the improvements identification phase. This will allow us to share feedback from the community survey, existing conditions inventory, and needs assessment, and discuss potential improvements and priorities with these groups. These meetings will be held virtually or one after another on the same day for cost effectiveness. An initial presentation to the city council will follow these meetings to provide a project update and discuss needs and potential improvements. The final meeting will be with the city council at a work session where the project team will present the master plan report. Our interactive online comment mapping tool, INPUTiDTM, can be customized to allow visitors to share their input on the park, recreation, and open space facilities directly on a map of the city; this will allow the Project Management Team (PMT) to see at a glance where high-priority areas exist. This tool can be an additional resource to solicit input on issues and opportunities on park and recreation infrastructure. A community event can be held to share and solicit input on proposed park, recreation, and open space improvements. Where possible, this engagement activity would occur in tandem with an existing community event for example, at Taco Daze). Parks, Recreation, and Open Space Master Plan | City of Scandia Existing Facilities Inventory Proposed Timeline: March – May 2022 Allocation of Project Budget: $2,248 APPROACH Bolton & Menk will coordinate with the City of Scandia to understand existing facilities and resources. We will conduct a review of all previous planning materials, including the comprehensive plan. Additionally, we will perform a high-level review of amenities and activities available at area regional parks. Our in-house GIS specialist will become familiar with completed GIS mapping of the city and identify additional mapping needs that may prove valuable moving forward. During this task, we will rely on city staff to assist in completing the inventory process for cost effectiveness. From our work on the comprehensive plan, we understand the primary amenities available across the city’s parks. We intend to expand on this inventory and understanding in order to fully document the current status of all parks, trails, recreation, and open spaces. Specific information to be collected may include: Identify missing amenities, such as site furnishings, informal recreation uses, adequate circulation, access points, etc. General condition of items and forecasting the life cycle of certain elements that are showing signs of age Identify existing maintenance operations and maintenance intensive items, sites, etc. Document accessibility issues and constraints List existing recreation programming Photo inventory and locations of public art The existing facilities inventory phase will be evaluated together with feedback from the community engagement as we begin to assess needs and set the stage for identifying improvements that build toward the vision for Scandia’s parks. Deliverables: Review existing city documents and summarize information pertinent to master plan System inventory documentation (maps and tables)—Bolton & Menk will compile information provided by city staff to clearly inventory existing conditions Base maps of city parks will be created using available aerial imagery OPTIONAL SERVICES The following deliverables have not been included in our proposed fee but can be added as a value-add service. Conduct system-wide existing conditions inventory—at the city's request, the Bolton & Menk team can conduct an inventory of items listed in this section and provide markups for staff review prior to incorporation into the master plan. Needs Assessment Proposed Timeline: May – June 2022 Allocation of Project Budget: $1,674 APPROACH With the information collected through the existing inventory phase, our team will prepare an analysis of how the park and recreation amenities in Scandia compare to that of the recommended benchmarks set forth by the National Recreation and Park Association (NRPA) and other peer communities. We will evaluate these benchmarks based on the existing community profile and future projections to identify changes in long-term needs. Needs identified through initial community engagement activities will be summarized along with the benchmark data to provide a full picture of how best practices compare with the current desires of the community. In most instances, the success of a parks and recreation system is reflective of the operational resources that the parks department has at their disposal. Our team will work with city staff to develop an understanding of how parks are maintained, how the operating budget is established and dispersed, and equipment needs. The NRPA has determined specific benchmarks for operating budgets, staffing requirements, and long-term budget planning that we will compare to that of Scandia and use to set reasonable expectations for improvements or expansion of the recreation system in the city. Deliverables: Demographic community profile, existing and projected NRPA benchmark analysis Peer community analysis (2-3 communities) Summary of community feedback related to needs Operational maintenance review summary 5ProjectApproachandScopeofWork Parks, Recreation, and Open Space Master Plan | City of Scandia Improvement Plan Proposed Timeline: July – September 2022 Allocation of Project Budget: $5,700 APPROACH Bolton & Menk will work with city staff to identify potential improvements based on the needs assessment, input from the community, and discussions with agency stakeholders. As an optional engagement service, improvements can be shared with the community at an engagement event to gather additional feedback and inform priorities. Our team will compile recommended improvements as part of the master plan report. Improvements will be outlined using brief narratives, example imagery, and/or diagrammatic maps as necessary to communicate intent. Improvements may be split out between system-wide and specific facility improvements. Planning level cost estimates and implications to maintenance and operations will accompany each improvement. They are meant to respond to the needs of today and facilitate long-term solutions which plan for growth and a sustainable future. Based on the recommendations that our team will identify with the City of Scandia, we will formulate a phasing strategy for how elements of the master plan will be implemented. Information from the needs assessment and community priorities, along with understanding the projected city growth patterns, will directly impact the phasing plan. New neighborhoods will be developed, sites may be redeveloped, and this new growth will create future opportunities to expand parks and recreation amenities. Our team will identify the ‘low-hanging fruit’ and the more complex projects, plotting them along a timeline. This will help the city to prioritize and focus on one project at a time. This will also be a useful tool for planning and organizing funding opportunities to help facilitate expected growth. Grassmann Park, City of Jordan 9 Parks, Recreation, and Open Space Master Plan | City of Scandia PARKS AND TRAILS MASTER PLAN City of Forest Lake, Minnesota Reference Aaron Parrish Previous Forest Lake City Administrator) Assistant City Administrator II City of Rochester, MN aparrish@rochestermn.gov 507-250-0867 With any growing and changing community, a vision of short- and long-term goals is needed. The City of Forest Lake recognized this need and collaborated with Bolton & Menk to create a master plan for their parks, trails, and open spaces. Bolton & Menk worked with the community to prioritize and develop a plan for these future goals. By collecting data and inventory, Bolton & Menk classified 34 parks using the National Recreation and Park Association Guidelines. The master plan established a maintenance budget and priorities to assist in the capital improvement program. Park, trail, open space, and facility needs were identified through analyzing growth patterns, identifying capital improvements and maintenance practice changes, leading public involvement and workshops, and identifying potential funding sources. A new Parks and Trails Master Plan with refined vision, goals, and objectives was adopted by the city council. Since adoption, we have been helping the city incrementally implement different segments of the bikeway infrastructure as part of their annual roadway projects. Additionally, we have been working with the city on individual park master plans to identify funding opportunities and implement improvements throughout the system. 9ProjectExperience 10 Parks, Recreation, and Open Space Master Plan | City of Scandia Project Experience 10 STRATEGIC MASTER PLAN City of Marshalltown, Iowa Reference Geoff Hubbard Parks and Recreation Director City of Marshalltown ghubbard@marshalltown-ia.gov 641-754-5701 Marshalltown’s 2018-2028 Parks and Recreation Strategic Plan creates a vision to preserve, enhance, and grow the park and recreation opportunities within the city. The overarching goal for this plan is to serve as a comprehensive, usable document to better cater to the community’s growing and evolving recreational needs. The community members had multiple opportunities to engage throughout the planning process. With open house events, comment boxes placed alongside parks and trails, an English and Spanish community survey, and a National Recreation and Park Association evaluation, residents of all ages and abilities had the opportunity to share their visions for the future of Marshalltown’s parks, trails, and open spaces. Community input ultimately shaped plan goals, identified underserved community groups, and determined future park improvement priorities. Through careful survey analysis, it was evident that teens, seniors, and those with special needs were underserved in terms of parks and recreation amenities. Along with making specific recommendations to better serve community needs, Bolton & Menk also established short-, mid-, and long-term improvement strategies for Marshalltown to improve their park and recreation offerings. Parks, Recreation, and Open Space Master Plan | City of Scandia 2040 COMPREHENSIVE PLAN City of Scandia, Minnesota The City of Scandia wanted to update its 2030 Comprehensive Plan. The goal was to both update and improve the existing plan to reflect the changes that already occurred and are likely to occur in the community since the date of the last plan. The city wanted a robust public engagement process and a more readable plan. Bolton & Menk developed and executed a public engagement process designed to engage a broad spectrum of community members—youth, seniors, business owners, agricultural landowners, and residents. The process included several steering committee meetings, three focus group meetings, two pop-up meetings, a community survey, and a comprehensive plan website. As a result, the plan has been updated and revised to reflect the community vision and goals, and a new land use category to identify future growth was established. Based on the clarity of the water and the park’s unique features, the Metropolitan Council has designated the park as a “Special Recreation Feature.” To receive funding from Met Council, Washington County needed to adopt a park master plan to guide future improvements and identify park expansion opportunities. Bolton & Menk developed a park master plan in accordance with Met Council’s planning processes. We observed existing park conditions to develop a comprehensive natural resources inventory survey. In addition, we conducted a literature review to summarize cultural and archaeological resources on site. The planning process pulled together findings from natural, water, and cultural resources analyses to inform decisions on recreational and operational infrastructure. Our team worked with Washington County to adjust public input processes amid COVID-19 to ensure participant safety. We relied on virtual input, using digital tools to conduct meetings and online engagement. The final master plan identified potential funding sources and planning level estimates for capital and natural resource recommendations, ongoing maintenance, and potential expansion. High-level improvements were identified as part of the system- wide parks and trails master plan, but not enough detail and implementation guidance was provided to advance any specific projects. City staff, the city council, the Parks and Recreation Commission, and the community were all eager to “get shovels in the dirt” and make some much needed improvements at the park. Bolton & Menk successfully led stakeholders through a park master planning process that supported the system wide parks and trails plan, integrated community feedback into prioritizing enhancements, and outlined clear steps to implementing priority improvements at the park. Our team worked as true partners with the city, with the city completing the majority of community engagement and Bolton & Menk facilitating stakeholder meetings. The process, detailed improvement descriptions, and implementation plan were all summarized in a master plan report that will serve as a useful tool and guide to city staff, the city council, and the Parks and Recreation Commission. Collaborative efforts with the city include updates to the city’s Parks Master Plan, and concept development for several parks including South Community Park, Downtown Splash Pad, Riverside Park, JCP and Main Park, and most recently, expansion of Ironwood Park. Bolton & Menk worked with the city to develop an overall vision for the Ironwood Park expansion that was born from engagement with the city council, Parks Commission, city staff, and the public through a series of in-person and virtual events. By taking the time to thoroughly vet the design and understand the wants, needs, and desires for the facility, the outcome is a design and program that has been well regarded by the city and community. Casey is a principal landscape architect who focuses on helping communities implement community- centric projects. His experience in urban design, corridor planning, parks and recreation, and master planning span the project life cycle from concept development through construction and operations. His ability to build community support through conscious design, timeliness, and effective public facilitation has led to the successful adoption of many projects backed by community consensus. Casey believes in a thorough design process—one that explores opportunities outside-the-box but also has long-term, maintainable solutions. His goal is to combine creativity with proven experience and assist clients to make informed design decisions that foster positive outcomes and long-term success. JANE KANSIER, AICP • Project Advisor: Community Planning Jane will use her experience leading public engagement efforts for the City of Scandia's 2040 comprehensive plan update to advise the project team on community planning efforts. Jane enjoys managing and coordinating multiple components of a project to see it all come together. She began her planning career in 1984 and has worked in city and county planning, city administration, and public transit. As a senior urban planner, Jane identifies and gathers pieces from multiple disciplines and puts them together into a final product. She provides day-to-day planning services for our clients and works with them to create and update their comprehensive plans. Her experience includes coordinating and developing comprehensive plans, zoning ordinances, city codes, site plans, land use and development review, grant writing, public transit, and project management. She has facilitated community focus groups and design charrettes as a means of creating public spaces that are inviting and accessible to all people. Additionally, she is skilled at creating graphic renderings to depict the vision of a design and capture the project’s sense of place. Katherine is passionate about community engagement, sustainability, culturally relevant design, and practicing landscape architecture as a means of promoting public health and environmental equity. DAVID SANDBERG, GISP • GIS Specialist David will perform map creation and data analysis for the plan. As a GIS specialist, David provides GIS support on various projects, including data collection, data management, spatial analysis, and map creation. He is especially experienced with designing and creating online interactive maps. David began his GIS career in 2016. He supports Bolton & Menk’s transportation, planning, and project communication work groups. David uses new technology and researches products and software to provide the best solutions for our work groups and clients.
