02.22.2022 PRC Special Meeting Minutes City of Scandia Parks and Recreation Committee Tuesday, February 22,2022
A special Scandia Parks & Recreation Committee was held on the above date at the Community Center and on
Zoom. Attended by:Terry Gorham (Chair), Cami Van Able, Dustin Hegland, Ken Cammilleri (City Administrator)
and Charles Fischer (Director of Public Works). Greg Zauner (Vice Chair), Kimberly Johnson and Brenda "Bee"
Stignani (Office Assistant) participated remotely.
The meeting was called to order by Gorham at 7:05 p.m., a quorum was present.
AGENDA
Motion by Van Able,seconded by Hegland,to approve the agenda. Motion passed by roll call,3-0.
Discussion of three final Scandia's Parks and Open Space Planning Proposals
Chair Gorham facilitated discussion surrounding Section 6, Required Submittals of the Request for Proposals
for A Parks, Recreation and Open Space Master Plan and the presentations by the three finalists in a Joint City
Council meeting with the Parks and Recreation Committee on February 15, 2022. PRC members ranked
finalists in the following 6 areas:
1. Industry experience &similar past work with public sector entities
2. Vendor Approach
3. Cost
4. Past Performance & References
5. Timelines
6. 2/15/2022 Presentation
Motion by Van Able,seconded by Hegland,to recommend to City Council to accept the proposal for A Parks,
Recreation,and Open Space Master Plan by Bolton-Menk. Motion passed by roll call,3-0.

Motion by Van Able, seconded by Hegland, to adjourn the meeting. Motion passed by roll call, 3-0. The
meeting adjourned at 8:02 p.m.
