03. Citywide Garage Sale Tourism ProposalScandia Tourism Committee City-wide Garage Sale Proposal The Tourism Committee would like City Council’s approval to organize a city-wide garage sale from June 2-4, 2022. • Registration is required and would run from April 7 and end on May 13. • Registration occurs through city of Scandia website • Garage sale would be open to residents and local businesses. • Event is “rain or shine” • Participants can select the days they wish to participate. • Registration includes/requires: o Days participating o Address to be included on digital map o Category of sale items, e.g., Children items, household items, etc. o Choice of 1-day bring-your-own table and garage sale items to the community center parking lot option would be available to those who don’t want to participate at their personal property. ▪ Community Center Event operating hours 10am – 4pm ▪ Participants remain with their table duration of event ▪ Participants must remove/take any remaining items with them at end of event. Two Proposal Options: 1. A: Free event, any indirect costs associated will be covered by the City. a. City will advertise through social media b. Digital map created and made available on City of Scandia website by a volunteer. 2. $10 fee Event that includes same as free option, plus: a. Scandia Garage Sale sign (estimated cost of $6) b. Any remaining unused proceeds will go to Scandia Elementary Enrichment Foundation Discussion Points: 1. Tourism recognizes that the City as a not-for-profit municipal entity, and donations are not tax deductible. 2. There is no current fee structure that would apply to events that require funds to support the event (examples Shopping Extravaganza, Vinterfest, Vinterlights, etc.) a. Does the Council wish to consider adding to next fee structure? b. Multiple studies have shown that people attach greater value to services that they pay for—and are, as a result, less likely to skip appointments and so forth. c. Adding additional fees to the fee structure would allow for: i. Less reliance on City for some community events ii. Ability to donate extra funds to Scandia foundations and enrichment areas iii. Increases idea of value-added services iv. Increase participation levels by registered participants when fee is required. Respectfully submitted, Sue Dickens Tourism Committee Chair
