7.a) Staff Report-Garbage at Log House Landing■ M 1 n a c s o t a Staff Report Date of Meeting: April 1, 2013 To: Park and Recreation Committee From: Kristina Handt, City Administrator Re: Garbage at Log House Landing Agenda Item #: Ta) Background: At the last meeting, the Committee member White asked that garbage collection at the Log House Landing be placed on the next agenda for discussion. The committee also inquired about the amount budgeted for Refuse and Garbage Disposal. In 2012, the City spent $3,033.57 for refuse and garbage disposal at park facilities. This included $1,824.87 for portable toilets, $835.26 for garbage collection at Log House Landing and $373.44 for collection at the Erickson ball field. The 2013 budget is $3,500. Lisa Schlingerman has also contacted the City and asked to have the dumpster removed from Log House Landing. She supplied the photos included at the end of this report. Issue: Should there be garbage collection at Log House Landing? If so, what type of container is needed? Proposal Details: Currently, there is a dumpster placed at Log House Landing. The City is billed based upon weight of the refuse. Last year monthly billing ranged from $130-160 for service from Amy through October. The committee may consider replacing the dumpster with a garbage canister similar to that at Erickson ball field. This costs approximately $62/month. However, if garbage is left outside of the canister the City may incur an additional charge. The committee may consider having no garbage collection services at Log House Landing. The committee should consider then how people will dispose of their garbage when fishing or engaging in other recreational activities on the river. Will the garbage simply be dumped on the ground? This could result in considerable staff time having to pick up the garbage. Options: 1) Leave the current dumpster at Log House Landing 2) Replace the dumpster with a smaller canister 3) Have no garbage collection at Log House Landing Fiscal Impact: As previously mentioned, the large dumpster costs $130-160/month, May -Oct or about $835/year. A smaller canister would cost $62/month, May -Oct or about $375/year. This cost could increase if garbage is left outside the container. If no garbage collection is at Log House Landing, the garbage disposal line item of the Parks and Rec budget could be reduced by $835. However, there may be additional staff time required. Recommendation: Option 2.
