Background:
In July 2012 the Friends of Scandia Parks and Trails (Friends) made a presentation to the PRC
regarding bike route signage. The minutes from that meeting are included below.
a) Revised Bike Route Signage Proposal, Friends of Scandia Parks and Trials
Rich Burton, Friends of Scandia Parks and Trails, was present to explain a new bike
route which would travel primarily on city streets, using the Lions Shelter as a trailhead.
He added that the MN Bike Alliance approved the shorter route as family -friendly.
Burton stated that posting bike trail signs along the routes which followed the Trails Plan
was more costly due to the County's engineering requirements. Burton estimated that
approximately 40 signs with directional arrows and a large sign at the trailhead could be
purchased with the state grant of $3,500. Paper maps of the route would be available at
the Trailhead sign and the Community Center. Burton requested that City staff assist with
the installation of the posts and signs. City Administrator Hurlburt advised that
Maintenance Superintendent Kieffer be consulted for assistance with this project, so that
federal regulations for sign requirements are met.
White, seconded by Zauner, moved to support the new bike route as proposed by the
Friends of Scandia Parks and Trails.
Bildeaux stated that he is concerned about putting families on roads that have no
shoulders and described this as dangerous. Burton said that the route follows roads that
have lower speed limits than traveling on the county roads, but bike safety rules will be
posted with a reminder to ride single -file.
White, seconded by Lee, moved to amend his motion with the addition that bike safety
rules be added to the signs and brochures. The motion to amend carried 6-0.
The Committee voted 6-0 on the amended motion.
The item then went before the City Council on July 17, 2012 and below are the minute excerpts.
Revised Bike Route Signage Proposal, Friends of Scandia Parks and Trails
Park and Recreation Committee Chair Alex Bildeaux presented a recommendation for
bike route signage as proposed by the Friends of Scandia Parks and Trails. The Friends
of Scandia Parks and Trails received a grant to be used for trail signage and have been
working on a desired route to be posted with signs. They had initially proposed signs on
one or more routes as designated in the 2011 Trails Plan. Because of costs, they have
scaled back to a shorter route which includes signs only on city streets. Bildeaux
explained that Maintenance Superintendent Kieffer will assist with the sign order and
installation. Simonson, seconded by Ness, moved to approve the proposal from Friends
of Scandia Parks and Trails to install bike route signs, as recommended by the Park
and Recreation Committee, contingent upon 1) approval of signs and installation by
Maintenance Superintendent Tim Kieffer, 2) compliance with the MUTCD (Manual on
Uniform Traffic Control Devices) and 3)final acceptance of the donation from the
Friends of Scandia Parks and Trails by City Council Resolution as required by law.
The motion carried 4-0.
Since last summer the Friends have made some minor changes to the map. A copy is included in
your packet. They are asking the PRC to recommend this to the Council.
Issue:
Should the PRC recommend the attached bike route map be posted in a 30"x40" laminated sign
at the Hay Lake Shelter (Lion's Shelter)?
Proposal Details:
The Friends would like to place a 30" x 40" map inside the Lion's Shelter on the west back wall.
The map would be constructed of aluminum laminated material with a specific coating to protect
against vandalism or graffiti. It will not need a frame and will be secured with screws to the
wall.
The map does not include any mention of bike safety rules as previously recommended by the
PRC. Also, the items recently required on other parks signs such as "City of Scandia" and City
of Scandia Ordinances Apply" do not appear on the map signage.
Fiscal Impact:
While the Friends are purchasing the initial sign, I've included a copy of the checklist used for
donations. The committee may want to consider some of those items and address whether or not
the City will have to replace it in the future should it become damaged?
Options:
1) Recommend the map as presented to the City Council
2) Require changes of the map, then recommend to the City Council
3) Do not approve a map at the Lion's Shelter

CHECKLIST FOR ACCEPTING DONATIONS
Policy: For gifts valued at $250 or more the appropriate committee is to evaluate whether it is in
the City's best interest to accept the bequest.
In order to assist the committee in evaluating the impact of accepting the gift, the following
checklist has been prepared.
(1) Is the gift of lasting value to the community?
(2) Does it create potential liability issues for the City? That is, will people walk on it, sit on
it, or under it? Will construction be inspected, is construction up to current standards
(ADA accessible, for example?) Are the materials used acceptable for public
construction?
(3) Will some member of the public find the item offensive; can it be construed as having a
religious content, or offending members of a protected class?
(4) What will the potential annual maintenance cost of the gifted object be? Do the costs
outweigh the value of the gift?
(5) Does the gift carry implied duties that the City must perform? What is the cost of
performance of such duties? Does the cost exceed the value of the gift?
(6) If costs, direct or indirect exceed the value of the gift; acceptance of the gift may still be
warranted if a public purpose is being served and all understand the costs as well as the
value of the gift.
(7) Also, does the acceptance of the gift imply that the City will replace the gift when worn
out, destroyed by vandals, etc? If the gift is found to be no longer of use in the future,
may the City at that time, sell, dismantle or convert to another use?
(8) All agreements, prohibitions, etc, with respect to the gift should be noted in the minutes
or Memorandum of Agreement for future reference.
