6.a) Staff Report-Lilleskogen ParkSCDIA Staff 1Renoi Date of Meeting: August 5, 2013 To: Park and Recreation Committee From: Kristina Handt, City Administrator Re: Lilleskogen Park Agenda Item #: 6.a) Background: At the Special Parks and recreation Committee meeting on July 15, 2013, I said I would put together a strategic action plan that lays out how a plan on how to proceed to complete the improvements at Lilleskogen. The committee also heard from a number of members of the public. Please refer to the minutes of that meeting for more details. Issue: Are any changes needed to the strategic action plan for Lilleskogen? Proposal Details: Included in your packet is a draft of the Lilleskogen Park Restoration Strategic Action Plan. It breaks down the park restoration into specific goals, identifies actions steps needed to complete those goals, who is involved in completing the goals, when they should be completed and allows for the committee to review the goals and make changes, if necessary. The goals are in no particular order and the due dates are staff's best estimate at this time. The strategic action plan is designed as a tool to help the committee members stay on the same page, guide the process for completing the park improvements and communicate to the public the plan for completing those improvements. The committee should review the plan and make any additions, deletions, corrections or other changes needed. This plan should be referenced each time Lilleskogen is on the agenda and should help guide the committee in its voting decisions. Fiscal Impact: The Park Capital Improvement Fund (CIF), has a balance of approximately $8,000. Staff s recommendation is to use these funds, if donations are not obtained, for the completion of the gravel parking lot. If there are funds left after the completion of the parking lot, staff would recommend they be used for the purchase of herbicide to complete the wetland restoration. All other goals would need to be funded by donations.
